- The U.S. Department of Health and Human Services, Agency fro HealthCare and Quality through the Program Support Center plans to award 12 month sole sources simplified, fixed price acquisition to the Markle Foundation, 10 Rockefeller Plaza, 16th Floor, New York, NY 10020-1093. This Foundation is convening a meeting to discuss Personal Health Records (PHRs), involve a wide variety of stakeholders who may not have been in the conversations to date, and reflect important issue areas of consideration for health IT programs as they are more universally adopted and increase in sophistication. AHRQ will help organize and set the agenda for the meeting, and will use the meeting summary as an important tool in defining AHRQ's research and investment agenda. The end product will be a synopsis of the discussion with recommended next steps and priority judgments. The Contractor shall convene a steering committee consisting of representatives of multiple stakeholders from consumers, patients, government, the private sector, academia, and the research and public health communities with an interest in PHRs. The purpose of convening this meeting is to bring consumers, private sector health leaders, administrators and other stakeholders together with federal, state and other public sector officials to develop strategies to appropriately speed development and adoption of PHRs . To assist AHRQ, other federal agencies and health care foundations in defining a research agenda that examines the value of PHRs and EHRs in the delivery of health care and it?s potential to constrain rising health care costs. To help define and clarify the public sectors optimal role in accelerating the appropriate diffusion of PHRs. To help define a research agenda to examine how EHRs are understood, perceived and used by consumers, with a particular focus on privacy issues. To help define an applied research agenda that would track and evaluate the diffusion and impact of PHRs. And also to strengthen the links between PHRs, prevention, quality improvement, patient safety and access to care. The final overall report will be prepared of adequate scope to capture the recommendations and priority judgments of the session. The initial draft (not longer than 15 pages) will be ready for AHRQ review 45 days after the last session. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE. THIS ACQUISITION IS BEING POSTED IN ACCORDANCE WITH FAR 5.201(b) (1). IN ACCORDANCE WITH FAR 19.502-2(a), THE CONTRACTING OFFICER HAS DETERMINED THAT THERE IS NOT A REASONABLE EXPECTATION OF OBTAINING OFFERS FROM TWO OR MORE RESPONSIBLE SMALL BUSINESS CONCERNS THAT ARE COMPETITIVE IN TERMS OF MARKET PRICE, QUALITY AND DELIVERY; INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 9 DAYS AFTER THE DATE OF PUBLICATION OF THE NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITIONS BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. NO SOLICITATION IS AVAILABLE.
