Description
The U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment plans to award 12 month sole sources simplified, fixed price acquisition to the National Association of State Alcohol and Drug Abuse Directors, Inc. (NASADAD), 808 17th Street, NW, Suite 410, Washington, DC 20006. NASADAD has established and unique relationship with State Methadone Directors in each of the Single State Agencies across the United States of America. It would take an alternate contractor at least one year to develop a comparable level of functionality. The project proposed here requires an in-depth familiarity with complicated and unique issues related to opioid treatment and the overall substance abuse treatment delivery system. The propose of this project is to obtain assistance in performance of State Regulatory Coordination of opioid treatment program activities and to organize, convene, and report on quarterly teleconferences with representative members of the State Methadone Authorities and, as appropriate, Single State Authorities. To conduct quarterly teleconferences with representative members of the State treatment community (SMAa and SSAs). To design and develop up to four briefing papers during the period of July 2004 through May 2005, relevant to the State Methadone Authorities? concerns and issues regarding topics such as strategies for addressing prescription drug abuse, methadone associated mortality, and integrating buprenorphine into the OTP treatment setting. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE. THIS ACQUISITION IS BEING POSTED IN ACCORDANCE WITH FAR 5.201(b) (1). IN ACCORDANCE WITH FAR 19.502-2(a), THE CONTRACTING OFFICER HAS DETERMINED THAT THERE IS NOT A REASONABLE EXPECTATION OF OBTAINING OFFERS FROM TWO OR MORE RESPONSIBLE SMALL BUSINESS CONCERNS THAT ARE COMPETITIVE IN TERMS OF MARKET PRICE, QUALITY AND DELIVERY; INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 9 DAYS AFTER THE DATE OF PUBLICATION OF THE NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITIONS BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. NO SOLICITATION IS AVAILABLE.
