Description

The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Substance Abuse Prevention (CSAP), through the Division of Acquisition Management (DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures, to Akeela, Inc., 4111 Minnesota Dr., Anchorage, AK 99503. The anticipated date of award is September 8, 2005. As part of SAMHSA?s Strategic Prevention Framework, states are charged with building community capacity to implement culturally relevant interventions. Strategies that will build capacity in rural Alaskan communities to develop culturally relevant interventions to address pre-teen abuse of legal products is completely consistent with the SAMHSA/CSAP mission. The contractor shall be responsible for but not limited to the following: The contractor shall develop, print and test a Community Guide for the Prevention of Inhalable and Ingestible Abusable Legal Products to be used as a tool for prevention specialists who will train prevention organizers to; mobilize communities to engage the community in the implementation of comprehensive prevention strategies; implement environmental strategies that target the family, retailers, and schools as sources of legal products that can be abuse or misused, and; initiate a skill- based school curriculum that highlights inhalant prevention. A Community Prevention Organizer Training that will: Establish an understanding of science-based prevention, describe project components; build a thorough knowledge of abusable legal products; provide necessary tools for implementation of the model; Assist participants to create community-specific action plans; The Contractor shall complete three reports for SAMHSA/CSAP as follows: An objective analysis of all previously-collected data related to the implementation of the prevention model; A summary report of evaluation findings from previously collected data related to the implementation of the prevention model; A final report outlining the findings from the development and use of the Community Guide for the Prevention of Inhalable and Ingestible Abusable Legal Products, lessons learned and recommendations for future action. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under Authority of Far 5.201(b)(1). In accordance with FAR 19.205-2(a), the contracting officer has determined that there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market price, quality and delivery; Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
