Date: August 8, 2005 Requisition No. 05M000218 Title: ?Implementing a pilot program of the Peer Making Peace dispute resolution program in a public housing community? Period of Performance: 12 month from date of award The U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, Center Substance Abuse and Prevention (CSAP) through the Program Support Center, plans to award a 12 month sole source simplified, fixed price acquisition to PaxUnited, 508 Twlight Trail, Suite 99, Richardson, TX 75080. PaxUnited will provide technical assistance to SAMHSA/CSAP by implementing a pilot program of the Peers Making Peace dispute resolution program in a public housing community. Adults and youth in selected public housing communities across the country will be chosen to complete the mediation training and serve as peer mediators. Youth and adults trained to do the peer mediation must be representative in gender, race and ethnicity of the specific public housing community in which they live. The ultimate target population for the Peers Making Peace Program is the residents and families of those residing in the public housing community. The pilot will take into consideration the program content and its relevancy to the target population, program delivery and its relationship to the original program design, program effectiveness in achieving its desired outcomes, and the cultural appropriateness. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE. THIS ACQUISITION IS BEING POSTED IN ACCORDANCE WITH FAR 5.201(b) (1). IN ACCORDANCE WITH FAR 19.502-2(a), THE CONTRACTING OFFICER HAS DETERMINED THAT THERE IS NOT A REASONABLE EXPECTATION OF OBTAINING OFFERS FROM TWO OR MORE RESPONSIBLE SMALL BUSINESS CONCERNS THAT ARE COMPETITIVE IN TERMS OF MARKET PRICE, QUALITY AND DELIVERY; INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 9 DAYS AFTER THE DATE OF PUBLICATION OF THE NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITIONS BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. NO SOLICITATION IS AVAILABLE.
