Description
The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Substance Abuse Prevention (CSAP), through the Division of Acquisition Management (DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures, to the Dept. Of Alcohol & Drug Addiction Services, 280 N. High Str., 12th Floor, Columbus, OH 43215-2550. The anticipated date of award is September 8, 2005. The contractor are responsible for but not limited to the following: The contractor shall document the collaborative partnership relationship that exists in Perrysburg, Cincinnati, Gallipolis, Sylvania, Chardon, and Butler Counties, along with others that show promising results in school graduation, disciplinary incidents and drug use rates as follows: Document the history and timelines of the programs and strategies utilized by the Safe and Drug Free Schools Program and Drug Free Communities coalition; develop a report for SAMHSA/CSAP that utilizes the above information, identifies lessons learned, particular successes, areas for future development and preliminary conclusions. Provide consultation to SAMHSA/CSAP to assist them in refining this collaborative model of collaboration between Drug-Free Communities coalitions and Safe and Drug-Free Communities programs and bringing it to national scale. The contractor shall produce two reports based on the NREP criteria for each of five selected school sites in Ohio. These reports are; An objective analysis of all previously-collected data; A summary report of evaluation findings The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under Authority of Far 5.201(b)(1). In accordance with FAR 19.205-2(a), the contracting officer has determined that there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market price, quality and delivery; Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
