- DESC: The Development & Fielding Systems Group, Wright-Patterson Air Force Base, OH intends to negotiate a sole source contract to Nevada Learning Series for the AFMC Regional Services Consolidation for training guides for Microsoft Office products to be used as quick reference training materials for the AFMC Advanced Messaging System user community. The AFMC Advanced Messaging System requires an easily utilized training guide and quick reference guides that explain the basics of Microsoft (MS) Office applications used in conjunction with this system. Additionally we require that these guides be customized to include our Tactics Techniques and Procedures (TTPs) which describe why we do things a certain way within the AFMC Enterprise network environment. They also provide a reference once training is completed for students to refer to. In accordance with the Federal Acquisition Regulation (FAR) 6.302-1 (a) (2), the government is negotiating directly with Nevada Learning Series. This is not a request for competitive proposals and no solicitation is available. All interested sources must respond in writing with clear and convincing evidence to support their ability to provide the capability within three days of this publication. A determination by the Government not to complete this action based on response received is solely within the discretion of the Government. NAICS code: 611710 An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. Address issues, concerns, and questions regarding this acquisition to the contracting officer. You may refer them to the Ombudsman if, after discussing them with the Contracting Officer, you feel that you are not effectively communicating with the government. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
