Description
Statement of Work Timber Stand Improvement and Road Reconstruction Project Moody Air Force Base I Scope of Work Scope : There are nine locations on main base where trees have been damaged from recent storms and/or beetle infestations that are to be removed. Approximately 120 acres are to be roller-chopped of excess shrubs and undesirable vegetation. Approximately 1800 feet of logging road is to be reconstructed for year-round access. II Technical Provisions Removal of Damaged Trees; Trees that have been storm damaged or beetle infested which are leaning, dying or have broken tops or stems, including trees damaged from neighboring wind blown trees, are to be cut down to ground level and cut into shorter sections and then piled. Piles shall be located in open areas that are at least 30 feet from the nearest overhead canopy to be burned later. Roller-chopping ; 120 acres are to be chopped with a chopping drum with a maximum length of 7 feet pulled by a D-5 dozer or comparable size machine. Equipment using rubber tires shall be approved by the forester prior to use. All chopper blades are to be sharpened prior to use and are subject to periodic inspection by the base forester or the contractor?s representative. Target plants include shrubs, hardwood saplings, vines and perennials. Pine trees 2? in diameter and greater are not to be chopped or damaged. Marked gopher tortoise burrows and Environmental Restoration Program (ERP) monitoring wells are to be avoided and not chopped or damaged. Road reconstruction: Approximately 1800 feet of logging road is to be ditched, filled with crushed rock and dirt where necessary and the surface crowned and compacted for year round use. Two 12 foot culverts (18? dia) will be installed to provide proper drainage. III Environmental and Safety Considerations Protection of Wetlands and Streams - Contractor shall use every precaution necessary to prevent pollution of streams and wetlands from fuels, oils, chemicals or other harmful materials. Any waste of said materials shall be disposed of in accordance with EPA regulations. All streams and wetlands shall be kept free of contractor-generated debris. Weapons Safety Footprint - Several of the proposed work areas are located within the safety footprint for the Combat Arms Training and Maintenance (CATM) range. Work in this area will need to be coordinated with the CATM range officers and will be restricted to non-firing times. Contractor may be required to work on weekends or other down days to accomplish the required work in these areas. Accidents and Mishaps - The contractor will hold the Air Force harmless for any type of accidents or mishaps which may occur which are in any way related to the clearing and piling of debris on the property. The contractor accepts full liability for any accidents related to the removal and piling of timber products on the property. Trash and Debris - The Contractor shall leave no trash/debris/containers in the area, and shall notify the Environmental Flight (257-4980) upon release of any unauthorized substance(s) into the air, soil or water. Archeological Resources - The contractor shall report any archeological artifacts (arrowheads, points, pottery, etc.) that may be found on the work sites to the Environmental Flight office (257-2396). Endangered Species and Wildlife - The contractor must be aware of snakes, tortoises and other wildlife in the area. Do not harass or harm any animals or their habitat on Moody Air Force Base. Avoidance of wildlife all together is the best policy. IV Inspection Inspection by the Government of the work performed under this contract shall be made on a daily basis to assure contract compliance. V Payment Payment will be made in the amount agreed upon between the contractor and the Air Force after completion of the project and final inspection by the Contracting Officer?s Representative.
