Description
The proposed contract is 100% set aside for small business concerns. The United States Army intend to award a firm fixed price type contract for the described service. The contract will be awarded for a base and 2 (two) option years. A description of the required service follows: GENERAL REQUIREMENT 1.1. SCOPE OF WORK. The U.S. Army Medical Command (MEDCOM) seeks contractor support to assist the Logistics Plans and Readiness Division, U.S. Army Medical Command in its Global War on Terrorism mission that includes various aspects of logistics readine ss planning and assessment. The scope of work consists of information gathering, evaluation, development of courses of action, making recommendations, and product development in logistics aspects of mobilization and deployment, sustainment, redeployments of medical units, and Homeland Security. The contractor shall also assist in development of policies and procedures to improve efficiency and effectiveness of logistics business practices. 1.2. PERIOD OF PERFORMANCE AND HOURS OF OPERATION. Period of performance is 1 October 2005 through 30 September 2006 with two option years. Workdays will be normally 8 hours per day, 5 days per week, excluding Government holidays, not to exceed 40 hours per week. Contractor is not authorized overtime pay. 1.3. PLACE OF PERFORMANCE. Primary place of duty is the U.S. Army Medical Command 2050 Worth Road, Fort Sam Houston, TX. Temporary duty (TDY) is required as directed and scheduled by the COR to meet mission and task requirements. Contractor personnel ma y be directed to travel on military air. 1.4. PERSONNEL QUALIFICATIONS. 1.4.1. Personnel assigned to or utilized by the Contractor in the performance of this contract shall, as minimum, meet the experience, educational, or other background requirements set forth below and shall be fully capable of performing in an efficient, reliable, and professional manner. Broad knowledge of the theories and principles of Medical Logistics Management and of readiness and mobilization. Knowledge and skill in applying analytical and evaluative techniques to issues and studies concerning rea diness and mobilization. Knowledge of laws, regulations, policies affecting readiness and mobilization. Knowledge of major issues, program goals, work operations and managerial channels of organizations involved in medical readiness and mobilization progra ms. Skill in preparing reports concerning readiness and mobilization. Skill in organizing and giving briefings concerning readiness and mobilization issues to managers. Skill in conducting detailed analyses of complex logistics functions, work processes and workloads that pertain to medical readiness and mobilization. Knowledge of the administrative processes and documentation requirements of medical readiness and mobilization activities and programs. 1.4.2. Contractor assist ACSLOG staff and work as integrated team members with military and civilian Subject Matter Experts [SMEs]. Contractor will coordinate and make available to team SMEs, all work assignments and products. The COR will approve all w ork and deliverables. In the absence of the COR approvals will be performed by the alternate COR. 1.4.3. Designated Government personnel will review Contractor proposed resumes. Resumes will be included as part of the Contractor proposal. 1.4.4. The Contractor must have the personnel, organization, and administrative control necessary to ensure that the services performed meet all requirements specified in the contract. The Contractor proposal shall contain experience directly related to t he tasks and functions described in the statement of work. The Ordering Officer reserves the right to determine if a given work history contains necessary and sufficiently detailed, related experience to reasonably ensure the ability for effective and ef ficient performance. 1.4.5. CONFLICT OF INTEREST. The Contra ctor shall not employ any employee of the United States Government or Department of Defense if such employment would create a conflict of Interest. Contractor will not use information gained in the performance of official tasks for business development, s olicit, or to bid on future contracts. 1.5. CONDUCT OF PERSONNEL. The COR, with the approval of the Contracting Officer, may require the Contractor to remove from the job site any employee working under this contract for reasons of misconduct or security, or found or suspected to be under the influence of alcohol, drugs, or other incapacitating agents. Contractor shall be subject to dismissal from the premises upon determination by the COR and the Contracting Officer that such action is in the interest of the Government. 1.6. SECURITY REQUIREMENTS 1.6.1. Contractor is required, through a National Agency Check, Security Investigation, to obtain and maintain a current Secret Clearance. If derogatory information is reported, the Contractor employee must be removed from the project. 1.6.2. Contractor personnel or any representative of the contractor entering a Government facility shall abide by all security regulations and shall be subject to security checks. 1.6.3. Contractor personnel traveling for the purpose of performing TDY outside the 50 United States, its territories and possessions require an Antiterrorism (AT) and Force Protection (FP) briefing within 6 months of travel. The briefing includes viewin g a Force Protection video, and receiving an additional briefing from a certified AT/FP instructor (including area specific information). The COR and the OTSG security manager will assist in scheduling these briefings. 1.7. IDENTIFICATION BADGES. Contractor shall obtain security badge and vehicle passes required by the Government. 1.7.1. The Government will issue these badges without charge to the Contractor. Contractor shall wear the Government furnished badge on the front of outer clothing. Contractor shall return all badges and passes of the employee issued by the Government t o the Contracting Officer or designated representative within five working days after termination of employment. 1.8. PROPRIETARY INFORMATION. Performance may require the Contractor to access data and information proprietary to a Government agency, another Governments Contractor(s), or of such nature that its dissemination or use other than as specified in this st atement of work would be adverse to the interest of the Government or others. Neither the Contractor, nor Contractor personnel, shall divulge or release data or information developed or obtained under performance of this statement of work, except to autho rized Contractor personnel or upon written approval of the COR or designated representative. The Contractor shall not use, disclose, or reproduce proprietary data that bears a restrictive legend, other than as specified in this statement of work. All gen erated artifacts shall become the property of the Government and shall be turned over to the COR at the completion of this Delivery Order. 1.9. TRAVEL 1.9.1. Area of Travel. Performance under this contract may require by Contractor personnel. If travel, domestic or overseas, is required, the Contractor is responsible for making all needed arrangements for his personnel. This includes but is not limit ed to the following: a. Medical Examinations b. Immunization c. Passports, visas, etc. d. Security Clearances 1.9.2. Travel Locations a. Colorado Springs, Colorado  2 trips b. Alexandria, Virginia -3 trip c. Washington DC  1 trip d. Augusta, Georgia  t trip e. Seattle, Washington  1 trip 1.9.3. Travel Policy. The Government will reimburse the Contractor for allowable travel costs incurred by the Contractor in performance of the contract and determined to be in accordance with FAR subpart 31.2, sub ject to the following provisions: 1.9.4. Travel required for task assigned under this contract shall be governed in accordance with rules set forth for temporary duty travel in the Department of Defense Joint Travel Regulations: Vol. 2 for Civilian Personnel. 1.9.5. Travel. Travel, subsistence, and associated labor charges for travel time are authorized for travel beyond a 50 mile radius of the local office, whenever a task assignment requires work to be accomplished at a temporary site. No travel, subsisten ce, or associated labor charges for travel time shall be charged for work performed within a 50 mile radius of the Contractors local office. Travel performed for personal convenience and daily travel to and from work at Contractors facility will not be reimbursed. 1.9.6. Per Diem. Per Diem for travel on work assigned under this contract will be reimbursed to employees consistent with company policy, but not to exceed the amount authorized in the Department of Defense Joint Travel Regulations. 1.9.7. Air/Rail Travel. In rendering the services, the Contractor shall be reimbursed for the actual cost of transportation incurred by its personnel not to exceed the cost of tourist class rail, or coach plane fare, to the extent that such transportatio n is necessary for performance of the services hereunder and is authorized by the COR. Exceptions for other than First Class Travel may be provided by the COR. Such authorization by the COR shall be indicated in the order or in some other suitable writte n form. NOTE: To the maximum extent practicable without the impairment of the effectiveness of the mission, transportation shall be tourist class. In the event that only first class travel is available, it will be allowed by the COR, provided justification there fore is fully documented and warranted. 1.9.8. Private Automobile. The use of privately owned conveyance within the continental United States by the traveler will be reimbursed (not to exceed air fare costs) to the Contractor at the mileage rate allowed by Joint Travel Regulations, Authorizati on for use of privately owned conveyance shall be indicated on the tasking. Distances traveled between points shall be shown in standard highway mileage guides. The traveler shall explain any deviations from distance shown in such standard mileage guides on his expense sheet. 1.9.9. Car Rental. The Contractor shall be entitled to reimbursement for car rental, exclusive of mileage charges, as authorized by each order, when services are required to be performed outside the normal commuting distance from the Contractors facilit ies. Car rental for TDY terms will be limited to a rate of one car for every four (4) persons on TDY at one site. Prudence will be exercised by the Contractor on the use of luxury class of rental cars. 2. DEFINITIONS. Not used. 3. GOVERNMENT-FURNISHED PROPERTY. 3.1. To ensure the timely provision of the services and deliverables as described, the Government will provide the following: 3.1.1. EQUIPMENT AND FACILITIES. The Government will provide the Contractor access and use of necessary AIS hardware, software, operating manuals, and office space and furnishings to perform the required services. 3.1.2. KEYS. The Government will provide the Contractor with a marked access card and appropriate key access to each facility and/or equipment when required in the performance of this statement of work. 3.1.3. ELECTRONIC MAIL. The Government will provide access to electronic mail services as needed to perform the specific tasks. 3.1.4. TELEPHONE. The Government will provide the Contractor with access codes to use DSN and commercial long distance telephone service as needed to perform services required by this contract. 3.1.5. LOGISTIC DATABASE ACCESS. The Government will provide all data required by this contract that requires analysis and reporting by the Contractor. The Government will provide an access level to the DMLSS database system sufficient to allow remote viewing of the entire environment and retrieval of user-defined and system reports. 3.2. The Contractor shall not use property provided by the Government for any purpose other than the performance of this contract. 4. CONTRACTORS-FURNISHED ITEMS. Not Used. 5. SPECIFIC TASKS. The Contractor shall perform tasks in the following broad areas to support the ACSLOG mission in the Global War on Terrorism: readiness, mobilization, automated information systems, and Homeland Security. All of these tasks will not n ecessarily be carried out simultaneously and will be prioritized monthly by COR. 5.1. Prepares recurring analyses of the performance of class VIII and related medical systems or equipment assigned to medical units as part of regional logistics deployment or force protection operations. Identifies systemic, operational medical logistics problems and seeks causes and remedies for such problems and deficiencies. Evaluates impact on current support operations. Plans and coor dinates changes and future actions with technical and program specialists, with Army installations, subordinate commands and medical units to include those assigned to other MACOMS. 5.2. Prepares a variety of studies of a broad and technical nature which may impact relative policies or require precedent setting solutions, e.g., new or substantially revised procedures or reporting systems, risk assessments, or other related areas. Co ntinually assesses, analyzes, and recommends modifications to medical readiness policies, procedures, and regulatory directives. 5.3. Conducts short and long-range planning involving operations research and systems analysis to assure adequate resources are available to maintain a continuing awareness of medical materiel and equipment status at unit and installation levels. 5.4. Develops and presents briefings, reports, analyses, and recommendations regarding logistics solutions at RMC, MEDCOM, OTSG, and FORSCOM conferences, presentations, or meetings. 5.5. Performs assistance visits to subordinate organizations and deployable medical units to evaluate and assist in component/agency/command system/equipment medical logistics readiness and support sustainability to individual soldiers, civilians, and ins tallation medical first responders. 5.6. Organizes and documents findings of studies and prepares recommendations for implementation of new systems, procedures or organizational changes. 5.7. Prepares and submits monthly baseline reports for medical units as directed by OTSG/ACSLOG to include both TDA and TOE. 5.8. Coordinate directly with the designated organizations as required. 5.9. Assist the Government Staff leads in developing methodologies to measure effectiveness of various DoD and Army programs. Makes recommendations for business improvements and policy changes. 6. DELIVERABLES. 6.1. The Contractor shall furnish to the Government a monthly report before the 10th day of the month following the period being reported. Each report shall set forth concise statements concerning the activities performed and will include the following: 6.2. A clear and complete account of work performed in each task. All tasks will not necessarily be carried out in every month. 6.3. Work planned for the next period by task. 6.4. Status of funding and expenditures. 6.5. Identification of any problems encountered or anticipated that would affect the completion of the project within the time frame and money constraints set forth in the agreement, together with recommended solutions to such problems. 6.6. The Contractor shall deliver, as requested by the COR, other reports, data, and recommendations as a part of the work effort. 7. Hours. 1,920
