Description

The Texas National Guard, USPFO for Texas intends to award a commercial item contract on behalf of the U.S. Army National Guard Bureau, for 30 each, Ceremonial Electronic Bugles manufactured and distributed by S&D Consulting International Ltd, Box 19 3, 1636 3rd Avenue, New York, NY, 10128. Other than full and open competition is allowed by Federal Acquisition Regulation Subpart 6.302-1, as only one responsible source can meet government needs. Sole source utilization of S&D Consulting International Lt d is required as the only known source for providing an instrument in which the playing of TAPs at a Military Funeral may be conducted in a dignified and respectful manner by untrained individuals or those without the musical ability to do so. Recorded med ia played on separate devices, such as compact disk or tape player, are not acceptable.
