Description
Under the authority of FAR 6.302-1 and 6.302-3, The US Army Research, Development and Engineering Command Acquisition Center, Natick Contracting Division on behalf of the United States Army-Soldier Systems Center, Natick, MA intends to negotiate and award a purchase order on a sole source basis with Virtual Life Solutions, LLC of Prospect KY 40059-9215. This order will be for the purchase of a prototype virtual interactive digital product that will conduct Spiritual Readiness Assessment of Soldiers to assist in redeployment and reintegration. This prototype model will be fully functioning to demonstrate the capability of this technology application. Virtual Life Solutions, LLC possesses unique capabilities in critical areas that further require a synthesis of capabilities to adequately build the prototype product. Specifically, this contractor possesses the required level of expertise, knowledge, sk ill, and experience in the four critical areas listed below and demonstrates a synthesis of these skills into the development of the final products. They are: 1. Training: Personnel with a background and training in military training methodologies and developments. 2. Research: Can conduct needed research with a level of expertise at the post-graduate or equivalent level of professional training. Because the research requires advanced statistical data sets, this will be necessary. They possess the secret government clearance organization for access to military organizations and posts. They possess prior and current military experience that is critical to avoid a learning curve in the synthesis of data collected in the military milieu. 3. Technical: They possess the technical expertise in interactive software to speak and analyze adequately in this important dynamic. They hold a current knowledge of existing and emerging Army technologies and developments. 4. Pastoral Counseling Knowledge Base: The contracted organization needs to possess sufficient knowledge and capacity to synthesize professional pastoral counseling knowledge Virtual Life Solutions LLC possesses an exceptional level of expertise, knowledge, skill, and experience in four critical areas listed below and demonstrate a synthesis of these skills and can transform them into the development of the final products. THIS IS NOT A REQUEST FOR PROPOSAL. A determination by the Government not to compete this proposed contract based upon responses is solely within the discretion of the Government. Information received will be considered solely for the purpose of determin ing whether to conduct a competitive procurement.
