Description
NOTE: Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/. Contractors may view and/or download this solicitation and all amendments from the I nternet after solicitation issuance. Description of work: Construct a new pre-kindergarten (PK) through 6th grade elementary school to serve 350 students. The reinforced concrete/steel elementary school will include general purpose classrooms, art class room, music classroom, computer labs, gymnasium, multipurpose room with stage and kitchen, specialists rooms, information center, administrative offices, teacher work rooms and supply/storage rooms. The school will incorporate advanced communications sys tems to support technology program requirements as well as general communications. The project scope will also include utilities, parking bus loading/unloading area, playgrounds, signage, fencing, landscaping and security lighting. During Phase One the t echnical proposal will be evaluated using the following factors: Factor 1-1: Past Performance, Factor 1-2: Corporate Relevant Specialized Experience and Factor 1-3: Technical Approach Narrative. During Phase Two a price proposal is required and the tec hnical proposal will be evaluated using the following factors: Factor 2-1: Building Functions and Aesthetics, Factor 2-2: Building Systems, Factor 2-3: Site Design, Factor 2-4: and Sustainable Design Considerations and Factor 2-5: Construction Duration. Examples of Corporate Relevant Specialized Experience are construction of schools or similar construction over 60,000 SF valued at least $11 million. The project will be solicited and procured using a Two-Phase Design Build Request for Proposal (RFP) in accordance with FAR 36.32. No more than three Offerors will be invited to participate in Phase Two. The Government anticipates Phase One documents will be issued on or about 30 August 2005. Options will be included. The contract issued will be Firm Fix ed Price. The magnitude of construction is between 10 to 25 million dollars. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. This solicitation will be issued in electronic format only and will be available on the Internet at http://ebs.sas.usace.army.mil. Proposals for Phase One will be due on or about 06 October 2005. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxe s, etc.) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments.
