Description
The U.S. Geological Survey (USGS) Hawaiian Volcano Observatory (HVO) has a requirement to install and optimize a narrowband 4-site digital, wide area, ASTRO simulcast communication system on the Island of Hawaii. The communication system is required in order to ensure voice communication between the observatory and field crews, helicopter pilots, and other agencies in Hawaii, especially during periods of increased hazardous volcanic and seismic activity; the new narrowband system is required by the Department of Interior. The equipment for the new system has already been purchased; the equipment is onsite at the observatory. Installation must be approved and coordinated through Hawaii County, which is also installing a new radio communications system for the Police Department. The County of Hawaii has agreed to provide HVO access to new antenna towers and accompanying infrastructure (for example, buildings and power) for HVO's new radio system, which significantly reduces USGS costs for installing and maintaining the required radio system infrastructure. In order to provide access to the County's infrastructure, the County has requested HVO to work only with a qualified Motorola vendor to install and maintain the new narrowband radio system; the County is also in the process of installing their new radio system and our installation work must not adversely affect their system and infrastructure in any way. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b)(2) to Motorola, Inc.'s U.S. Federal Government Markets Division. Other interested concerns having the ability to furnish these services shall submit a capabilities statement to the contracting officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ; no written solicitation will be issued. This may represent the Government's only written notice of this procurement. This acquisition is subject to the availability of funds. This notice and any resulting contract or order conforms to the requirements in place through FAC 2005-04, dated 08 July 2005. No numbered notes apply.
