Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. NUWCDIV Newport intends to award a sole source Fixed Price contract to Automatic Temperature Controls, Inc. (ATC) to upgrade two Filtrine Chillers and Techniques Filter Systems at our NUWC facility. This chilled water system provides cooling water to test equipment. The upgrade must include replacement of system controls, pumps, heat exchangers, regulators, water storage tank and associated piping. In addition, a mechanism to remove air from the system and a bypass system in event of a failure shall be provided. The basis for the solei source is that ATC (formerly Controls Heating and Air Conditioning, Inc. (CHAC)), installed the chiller systems and is the sole authorized representative for Filtrine Chiller Systems in Rhode Island. Additionally, ATC provided special custom valve and control installations on theses systems. Thus, ATC is the only company knowledgeable I the configuration of the hardware and the customized controls which operate these systems. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 and 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
