Description
The Department of the Treasury, located at 1500 Pennsylvania Avenue, NW, Washington, DC, 20220, has a potential requirement for commercially available encryption software at the full-disk, designated folder, or specific file level for desktop systems, laptop systems, potable devices (e.g., personal digital assistants) and potentially other storage media such as memory sticks etc. The encryption software must utilize the Advanced Encryption Standard as specified in Federal Information Processing Standard 197 for unclassified information. This is a sources sought notice only. There is no solicitation at this time. Requests for a solicitation will not receive a response. This RFI should identify the software available to address the minimal requirements referenced in the text below and support market research being conducted by the Department of the Treasury. The Treasury Department and potentially other US government agencies will use the responses from participating manufacturers to evaluate capabilities of various encryption software programs. General Response Criteria: Limit responses to 7 pages. Responses should be in both hard and soft copy format. In addition, the responses must include: (1) name and address of the firm; (2) size of business; and (3) ownership, including large, small, small disadvantaged, woman-owned, hub-zone, and or disabled veteran owned. Specific Response Criteria: The commercial encryption software shall: (1) (support full-time, full-disk, folder- or file- encrypt to disk functionality that is user transparent (upon successful identification and authentication of authorized users) (2) provide user-controlled file encryption to removable media (to include diskettes, USB memory tokens, etc.); (3) possess FIPS 140-2 certification, including algorithm validation for AES and capability to support for AES 128,192, and 256 key sizes; (4) support multiple-user, strong authentication for access to decryption functionality, including a means to recover all encrypted data by an authorized administrator; (5) provide a means for notification of encryption failure; (6) provide a method of revocation to revoke user access permanently (6) require minimal installation and minimal continuing administrative overhead (7) be user friendly (8) have passed adequate quality assurance tests and (9) have upgrade capabilities. Information submitted may also include (1) whether the product has been approved for use to protect classified information, by whom, date, etc.; (2) whether the product currently uses or will be modified to use FIPS 201 compliant identification credentials for authenticating to the encryption software and (3) degree to which use of the product affects processing speed and the performance of normal desktop/laptop activities. The government must be made aware if there any software, operating platform, device, or hardware etc. compatibility issues exist. Any information submitted by respondents to this sources sought notice is strictly voluntary. This notice does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does its issuance restrict the Government as to its ultimate acquisition strategy.
