Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD), State and Local Brach (SLB) intends to award a sole source fixed-price purchase order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to The Northeast Energy Efficient Partnerships, Inc. (NEEP) of Lexington, MA. The purpose of this acquisition is to obtain a white paper on energy efficiency measurement and verification protocols. This white paper will support the SLB and its Clean Energy-Environment Partnership Program as it works with states and localities to examine and promote cost-effective clean energy policy options that can help address air quality, lower greenhouse gases as well as yield other economic, public health and energy benefits. The protocols to help guide the measurement of energy savings, determine program cost-effectiveness and quantify other values will enable states to better assess the ability of energy efficiency programs to meet their needs, and to select the most promising programs from an array of options. Such protocols can also support states that are interested in measuring the performance associated with energy efficiency goals or targets. However, with a number of protocols currently in existence, states do not always have a clear sense of which protocols are appropriate. In addition, as clean energy efforts are increasingly approached on a regional basis, it is more challenging to coordinate the use of protocols across states in the same region to allow for better policy making. This is particularly true in the Northeast, where efforts to advance energy efficiency are among the most pronounced of any region. It has been determined that NEEP is uniquely qualified to satisfy the Government's requirement because of its ability to increase marketplace availability and adoption of quality energy efficiency practices and technologies; its national presence while maintaining a regional focus; and expertise in energy efficiency measurement and verification efforts and related state policies. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received by the closing date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
