- Sources Sought - This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought solicitation. The Defense Contracting Command- Washington is soliciting information from potential sources and seeking qualified sources on behalf of the Joint Chiefs of Staff Office of the CIO. OCIO has prepared a draft Performance Work Statement (PWS) for comprehensive IT support to the JCS personne l. The PWS is located on the DCC-W website at http://dccw.hqda.pentagon.mil, click on services and open the document entitled, Sources Sought - OCIO IT Network and Site Management Support. The facility security clearance for this requirement is Top Secre t with some Top Secret SCI requirements (see PWS paragraph 4.6). Comments are requested on the specific requirements, performance standards, possible incentives, deliverables, and suggested revisions of the PWS to more closely align with standard comme rcial IT practices. OCIO is seeking to structure an agile contract vehicle capable of supporting routine/non-routine IT functions simultaneously for multiple customers utilizing commercial best practices. Comments on successful mechanisms to manage in t his dynamic IT environment are desired. General comments are also requested on the estimated labor mix and hours needed to perform these tasks; preferred contract type (FFP or T&M) for the various requirements; preferred award method (single award, split award, multiple award, IDIQ arrangement) and why; and capability to perform the total PWS. Additional PWS comments to include unique terms and conditions, and miscellaneous ideas on how to improve the PWS are welcome. Following the technical review of the comments the revised PWS will be posted to the DCC-W website. The North American Industry Classification System (NAICS) Code is 541513 and the small business size standard is average annual gross receipts of less than $21.0 million. Respondents are requested to submit a Capability Statement. The capability statement is not to exceed 10 pages, excluding the CCR web page and ProNet web page(if applicable), and must include a summary of relevant experience and knowledge that addressees the entire scope of the PWS. The statement must include substantive current and/or recent past performance references that identify the contract number, customer, contract value, type of contract, period of performance, prime or subcontract, brief description of services , Contracting Officers Representative (COR) name, COR email, and COR telephone. Request corporate information specify the company name and address, corporate contact points, CAGE code and attach a copy your current data (.pdf file only) from the CCR and ProNet web pages. It is the companies responsibility to resolve inconsistencies between the data on the web pages prior to submission of the capabilities statement. Also, advise the Government of pending changes in small business status. The capabilit y statements will be evaluated to determine if at least 2 small businesses are capable of performing the PWS; however, respondents will not be notified of the results. The information from the capability statements will be used in crafting the acquisition strategy including the decision to pursue a single award, split award or multiple award acquisition approach. All contractors responding to this request are asked to identify GWAC and/or FSS contracts under which these IT services could be procured. T he anticipated period of performance for this requirement is a based year with 4 one year options. All data received in response to this Sources Sought solicitation that is marked as corporate proprietary will be fully protected from release outside the Government. Please do not submit classified material. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought solicitation. No reimbursement will be made for any cost associated with providing information in response to this solicitation. All responses must be submitted by email to the point of contact identified below; no other method of transmittal will be accepted. Respondents submitting PWS comments and a Capability Statement must do so by email NLT January 20, 2005. A single formal response by the Government will be provide after closure of the solicitation.
