Description
Modification to change the statement of work for the task manager and Activity 1 and Activity 2. This synopsis for commercial services is prepared in accordance with FAR Part 13 Simplified Acquisition Procedures. This notice constitutes the only solicitation; a Request for Quotation is being requested and a written solicitation will not be issued. STATEMENT OF WORK (SOW) MESSENGER/COURIER SERVICES 1. Background and Purpose The Administrative and Customer Services Division (ACSD), Publications Services Branch (PSB), provides comprehensive in-house publications support to the U.S. Census Bureau. One of the services provided is print procurement through the Government Printing Office (GPO), which requires daily courier service for pickup and delivery of files and publications. 2. Place of Performance U.S. Census Bureau, Suitland, MD; U.S. Government Printing Office, 732 North Capital Street, Washington, D.C.; and U.S. Government Printing Office, 27G Street, N.E., Washington, D.C. 3. Period of Performance Date of Award through one year, plus 2 option years. 4. Scope of Work The Contractor shall provide all labor, materials, equipment, transportation and supervision required to provide the daily messenger/courier services described herein. These services are in support of the Census Bureau on a timely basis, and include the following requirements: Activity 1: Pickup from the following address at 10:30 am and 2:30 pm Monday-Friday: · U.S. Census Bureau 4401 Suitland Road Modular Building 4 Suitland, MD 20746-1925 Delivery to the following Address: · U.S. Government Printing Office (GPO) 732 North Capitol Street Room C838 & C825 Washington, D.C. 20401 Activity 2: Pickup from two GPO addresses on or about 11:00 a.m. and 3:00 p.m. Monday – Friday: · U.S. GPO 732 North Capitol Street Room C838 & C825 Washington, D.C. 20401 · U.S. GPO* 27G Street, N.E. Washington, D.C. 20401 *Congressional Record & Federal Register are picked up daily and delivered to Census Room 1414, Bldg. 2 All materials picked up at GPO to be delivered to address in Activity 1 within one (1) hour, unless otherwise advised. Activity 3: Special pick-up and delivery services may be required from time to time during normal business hours, 8:30 a.m. – 5:00 p.m. The Contracting Officer (CO), Task Manager, and Alternate Task Manager (ATM) are the only Government personnel authorized to request these services. The CO, Task Manager, or ATM will contact the contractor and provide specific instructions. Activity 4: The Contractor shall be available by phone at all times during the hours of 8:30 am and 5:00 pm and shall be at the pickup site within one (1) hour after notification. 5. Relevant Requirements Drivers: Driver shall be bonded and possess a valid state vehicle operator’s license. The contractor shall provide the Task Manager a list of updated drivers under this contract. This list shall be provided at least 10 days prior to the start of the period of performance and shall include, as a minimum, the following: Name/Address/Social Security Number of each Employee Driver’s license information, including state where authorized, date of authorization, date of expiration and any restrictions indicated in the license authorization. Transportation: The Contractor shall provide all transportation required to perform the services required herein. The contractor shall be responsible for all maintenance, repairs and insurance of said vehicle(s). The contractor must provide backup transportation in the event the primary transportation is unavailable. In the case of a vehicle breakdown, the contractor must provide a backup vehicle and driver (if required) to continue the services. The contractor shall ensure drivers are equipped with a communication device, such as a cellular phone or a pager. The contractor is responsible for providing the Task Manager a listing of such contact numbers prior to the start of the contract; and is responsible for providing the Task Manager with an updated list when any information changes. Log Sheets: The Contractor is responsible for ensuring drivers properly maintain the government provided log sheets. The contractor is required to receive validation signatures from authorized Government personnel at the Census Bureau and the Government Printing Office at all stops identified in Activity 1; Activity 2; and Activity 3. Initial Training. Government personnel will accompany the contractor at all stops and provide basic information on stop location and introductions to appropriate government personnel for the first two (2) days of performance 6. Deliverables Contractor shall provide monthly invoices that document each routine pickups/deliveries, as well as date, time, and descriptions of all additional (special) pickups/deliveries. Copies of the log sheets shall be submitted with the invoices. 7. Performance Measures Contractor shall fully comply with the requirements set forth in the scope of work. 8. Security Clearance Requirements All contract personnel who will have access to U.S. Census Bureau (CB) data or have access to a Census Bureau site shall have a CB-approved background investigation prior to gaining access to the CB. CB-approved background investigations may include the Applicant Name Check, the National Agency Check and Inquiry (NACI), Special Agreement Check (OFI-86C), and/or other CB-approved previous investigation(s).
