- The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts, Simplified Acquisitions Branch (M/CON/SA) intends to solicit, negotiate and award a Purchase Order (Contract) on a sole source basis with CMS Media Research, Room 1410, Building A, Shengjian Plaza No. 18 Beitaipingzhuanglu, Haidan District, Beijing, China 100088. The NAICS code is 541910. The following contract line item will be procured: Item 1. Off-the shelf TV and Radio reports showing ratings in three cities in China. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1 41 U.S.C. 253 (c) (1) ?Only one source and no other supplies or services would satisfy the agency requirement.? The Data is proprietary to CSM Media Research and not available from other sources. This Notice of intent is not a request for competitive price quotations or proposals. Interested firms or persons may identify their interest and capability to respond to this requirement. The Government must receive all such statements of interest by 3PM EST, Friday, August 26, 2005 to be considered . Oral submission of interest and capabilities will not be considered. A determination by the Government not to compete this proposed purchase order (contract) based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
