Description

This is a combined synopsis/solicitation to procure commercial items prepared In accordance with the format of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a Request for Quotes (RFQ). Submit offers on RFQ PIADC-06-05. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-04. This acquisition will be processed under Simplified Acquisition Procedures. This is not a small business set-aside. The USDHS, S&T, Plum Island Animal Disease Center is issuing a request for quotations (RFQ PIADC-06-05) for procuring fresh and cryopreserved primary animal cell lines for use in viral isolation, diagnostic testing and virus quantitation. The cell lines would include primary lamb kidney cells (prepared from < 3 mo old lambs) and bovine thyroid cells (prepared from < 1 week old calves). Primary bovine thyroid cells cannot be supplied cyropreserved and should be prepared fresh, according to a SOP that would be supplied by the PIADC. Primary bovine thyroid cells would be prepared from 2 thyroids (1 calf) no less than once a month and supplied to the USDHS, S&T, Plum Island Animal Disease Center 12 times/year and on an as needed basis. Lamb kidney cells should be prepared as individual lots according to a PIADC supplied standard operating procedure from a quantity of no less than 4 lambs per lot (8 kidneys) and supplied no less than four times during a 12 month period. Both cell lines should be prepared under strict GLP conditions and would be subject to QC testing with susceptible viruses once they arrive at PIADC. The Government intends to make a Best Value Buy to the responsible offeror whose offer is most advantageous to the government. The following evaluation criteria will be used to evaluate offers: (a) Price: (b) Technical capability of the item offered to meet the governments need: (c) Quality of production standards: (d) Capability to supply quantity of cells on an as needed basis: (e) Willingness to work with USDHS S&T PIADC to optimize SOPs for production and shipment to PIADC. FOB shall be Destination to our loading dock at USDHS, S&T, PIADC, 40550 Route 25, Orient Point, New York 11957. This will be a fixed-firm price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors-Commercial items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212-3 Offerors Representations and Certifications; FAR 52.212-4 Contractor Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items; FAR 52.225-3 Buy American Act also applies. Offerors shall include with their offer a completed copy of provision at FAR 52.212-3 Offerors Representations and Certifications Commercial Items.
