- OVERVIEW The NATO Consultation, Command and Control Agency (NC3A) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to bid for the provision of 227 mobile Force Tracking System (FTS) kits and 44 Static Command Post (CP) kits in support of the expansion of the International Security Assistance Force (ISAF) in Afghanistan. NC3A is serving as the Host Nation for this project, which was authorized on 9 August 2005 by the Infrastructure Committee. The total value is estimated at 11.5 million Euros ($14 million USD). The reference of the Invitation for International Bid (IFIB/IFB) to be issued is unknown at this time. The NATO project number is Serial 2005/5VA30301-0/9. The U.S. Department of Commerce will be using the reference IFB-CO-FTS-AFGHANISTAN-2005. SCOPE OF PROJECT The procurement will include System Management suites of equipment, additional display screens for CP installations, a display fusion unit at ISAF HQ JOC, and one network router for the System Management equipment. Furthermore, the requirement covers provision of a Key management system for the encryption mechanism, spares, installation, 40 months of contracted system management, system commissioning, documentation, and one year of communication services. The FTS must be interoperable with the coalition force FTS operating in Afghanistan. Interoperability with other NATO national FTS is desirable. Due to the size and topographical nature of Afghanistan, the FTS will have to rely heavily on Satellite Communications. Full Operating Capability (FOC) is estimated in April 2006. SECURITY CLEARANCE LEVEL The classification level of this project is unknown to the U.S. Department of Commerce at this time. For the performance of the contract, bidders may be required to hold a security clearance for personnel and the contractor facility, which must be in place prior to the contract award. ELIGIBILITY Interested firms must be nominated by their National Authorities with the required Declaration of Eligibility. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS CANNOT BE CONSIDERED. IMPORTANT DEADLINES 1. Final date for the U.S. Embassy in Brussels to submit a Declaration of Eligibility (nomination letter) on your behalf: 30 August 2005. 2. Anticipated date that the Request for Proposal (RFP) will be released and the Invitation for International Bidding (IFB/IFIB) will be forwarded to those on the Bidder List (distribution of the Cahier des Charges): Mid-Late September 2005. 3. The closing date for receipt of bids: TBD However, NC3A will accept late nominations to the bidders list until the RFP is released. Nominations may also be accepted after the RFP is released, but restrictions on extension requests of the bid closing date may apply. CERTIFICATION THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. HOWEVER, ALL FIRMS WHOSE FACILITY IS LOCATED WITHIN THE UNITED STATES MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO QUALIFY TO BID FOR THIS PROCUREMENT. The contracting entity is the NATO Consultation, Command and Control Agency (NC3A). Only firms that the U.S. Department of Commerce has certified as eligible will be allowed to bid. A Declaration of Eligibility (nomination letter) will be submitted on their behalf to the U.S. Embassy in Brussels, which will in turn provide the Declaration of Eligibility to the contracting entity.
