Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-05. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible parties may submit a quote. The National Institute of Standards and Technology has a requirement for a Bio-Molecular Scanning Probe Microscope System. The system must include all of the following: System computer and controller, SPM Head, SPM Stage (X-Y Scanner), Optical Microscope with CCD Camera, Z ? Stage, Sample Stage, Acoustic Cover, Conducting AFM Attachment, Lithography Software, Closed Liquid Cell, Extra copy of Image Analysis Software to enable off-line data processing, Installation, and 2 Days of Training. All interested parties shall provide a quote for the following line items: LINE ITEM 0001: Quantity one (1) each Bio-Molecular Scanning Probe Microscope System meeting all of the following required specifications: (1) Operating in contact, non-contact and lateral force AFM modes as well as force vs. distance spectroscopy and current vs. voltage spectroscopy; (2) Imaging in ambient or in liquids; (3) Provide distortion free images under any combination of scan conditions of scan speed, scanner offset, scan direction, and sample thickness: Linearity must be better than 1 percent; (4) Provide decoupled X-Y & Z scanning with less than 2 nm of out-of-plane motion for a 50 micron scan range; (5) Provide closed loop hardware feedback control capable of less than 0.05nm resolution at a 50 micron scan range and less than 0.01 nm resolution at 5 micron scan range; (6) Accommodate samples up to 100mm x 100mm ( X and Y) and 20mm thick (Z) with up to 0.5 kg of mass; (7) AFM image resolution up to at least 4096 x 4096 pixels (4096 data points along each of 4096 scan lines); (8) Provide integrated conducting probe (current image) AFM capabilities; (9) Provide an integrated lithography package to enable the nanoscale writing of user defined patterns; (10) Have an integrated optical microscope with CCD camera to provide a direct on axis view of the sample and cantilever with at least 500x magnification; (11) Easy access to all significant AC and DC signals used in the operation of the instrument, for NIST modification of instrument operation. These signals should include, but are not limited to: x, y and z piezo voltages, x, y and z displacement voltages, cantilever deflection, amplitude and phase information from AC scan mode, plus user input and output signals. (12) The instrument must be compatible with the following standard accessories /modes (not included in this order) for future expansion of experimental capabilities: Open and Electrochemical Liquid Cells; Nano-Manipulation Mode: Allows user to precisely control probe to manipulate nanoscale objects; Nano-Indentation & Nano-Scratch: Provides measurement of visco-elastic properties of surfaces and coatings. Scanning Tunneling Microscopy. LINE ITEM 0002: INSTALLATION. The Contractor shall provide installation for the system. Installation shall include, at a minimum, uncrating/unpackaging of all equipment, set-up and hook-up of all equipment, turn key start-up, demonstration of specifications, and removal of all trash. LINE ITEM 0003: TRAINING The Contractor shall schedule and facilitate one (1) training session for 3-4 NIST personnel, on-site at NIST Gaithersburg. The training shall provide a thorough demonstration of all equipment functions, equipment operation and basic troubleshooting. The training may be completed on-site at NIST immediately after installation and demonstration of specifications. The Contractor shall propose an appropriate timeline for training considering these requirements. Delivery shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Delivery shall be completed in accordance with the Contractor?s commercial schedule. Award shall be made to the quoter who: (1) Meets all required technical specifications as determined by a review of documentation submitted in accord with this solicitation; (2) Has a satisfactory record of past performance with respect to quality of product provided, timeliness of delivery, and delivery of products as quoted; and (3) Quotes the lowest price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein. Past Performance will be evaluated to determine the overall quality of the product and service provided. Evaluation of Past Performance will be based on information obtained from references provided and/or the quoter?s recent and relevant procurement history with NIST or its? affiliates. Past Performance shall be determined satsifactory if the majority of references contacted provide positive feedback with respect to the areas of interest identified above. All quoters shall submit the following: 1) An original and one (1) copy of a quotation which addresses all Line Items; and (2) Two (2) originals of technical description and/or product literature. . All quotes must be sent to the National Institute of Standards and Technology, Acquisition and Logistics Division, Attn: Carol A. Wood, Building 301, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. Offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received by 3:00 p.m. local time on August 25, 2005. E-MAIL QUOTES SHALL BE ACCEPTED. FAX QUOTES SHALL NOT BE ACCEPTED. THE SUCCESSFUL QUOTER MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION (CCR) PRIOR TO AWARD. LOG ON TO WWW.CCR.GOV FOR INFORMATION. REFUSAL TO REGISTER SHALL FORFEIT AWARD OF A PURCHASE ORDER.
