- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. *** This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-04. ***The associated North American Industrial Classification System (NAICS) code for this procurement is 334514. This requirement is being procured using full and open competition. ***The National Institute of Standards and Technology (NIST) has a requirement for one (1) non-contact thermal sensor to analyze heat sources in laboratories and experimental setups. The heat sources are generally in the range of 10 ?C to 40 ?C. The camera shall provide real time data, and be capable of providing both individual thermal pictures of scenes, as well as movies at user selected image frequency. All interested parties are invited to submit a quote for the following line item: LINE ITEM 0001: Thermal Imaging Systems with the following specifications: IMAGING PERFORMANCE - Thermal sensitivity 0.020?C or better at 20 ?C./Image frequency 50 Hz non interlaced./Camera f/# 2.5 or 4.1./Manual Focus./Array format 320 x 256 (minimum). Integration time 5 us - 16.5 ms./Spectral range 1.5 - 5.0 um (3-5 um set by cold filter)./Detector cooling Integral Stirling./Temperature measurement 0 - 350 ?C. IMAGE PRESENTATION - Video output Analog video @25 Hz./S-video./Digital video 50, 25./ 12.5 Hz, 12-bit corrected/uncorrected./Digital video output: RS-422. MEASUREMENT - Temperature range 0?C to +350?C./Accuracy ? 2?C, ? 2 % of reading./ Range of interchangable lenses. PHYSICAL CHARACTERISTICS - Tripod mounting Standard. Interface to PC laptop for data and analysis: - Software shall include capabilities for easy analysis and presentation of data: ? Data types: raw, radiance, irradiance, intensity and temperature with adjustable emissivity.? Output file formats: text, avi, mpg, bmp.? Movie player (forward, reverse, adjustable speed).? Hyperspectral data cube support (spatial, spectral and time).? Adjustable color tables (grayscale default) with real-time image scale control.? Multiple region-of-interests: box, circle, freeform, and line.? Statistical ROI, Contours, Line profiles, and Histograms.? Radiometric calculator using ROIs, constants and trig function variables.? Image segmentation.? Voxel plots (stats vs. Time or wavelength).? 3D viewer.? Script creator to minimize data reduction and analysis time. *** DELIVERY SHALL BE FOB DESTINATION. Delivery is required 45 Days after receipt of order. *** The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. *** Award shall be made to the Vendor whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," Important factors include Software ease of use, particularly the ease of converting the image to a temperature map and tools for investigating the thermal features as a function of time and thermal resolution, better than 0.020 ?C is advantageous. 2) Past Performance, and 3) Price. Technical and Past Performance, when combined, are equal. *** Evaluation of Technical Capability shall be based on the information provided in the quotation. Vendors shall include the make and model of the product, manufacturer sales literature or other product literature that clearly documents that the offered product meets or exceeds the specifications stated above. Evaluation of Past Performance shall be based on the references provided in accordance with FAR 52.212-1(b)(10) and/or information provided by NIST and its affiliates. Vendors shall provide a list of at least THREE (3) REFERENCES to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. Past Performance shall be evaluated to determine the overall quality of the product and service provided by the Contractor. Vendors with no relevant past performance shall not be evaluated favorably or unfavorably. *** The following provisions and clauses apply to this acquisition: PROVISIONS: 52.204-6 Data Universal Numbering System (DUNS) Number; 52.212-1 Instructions to Offerors-Commercial Items.
