Description

The Government intends to solicit and negotiate on a sole source basis with the Woods Hole Oceanographic Institute, 221 Oyster Pond Road, Woods Hole, MA 02543-1531 to investigate the behavior of humpback and finback whales relative to the sounds produced by vessel traffic within and around Stellwagen Bank National Marine Sanctuary (SBNMS) through the placement of a synchronous motion and audio recording device, the ?DTAG?, on whales. This data will be augmented with position tracking and behavioral data on surface activities supplied by the Whale Center of New England. Contractor shall provide scientific staffing, tags, tag boat, tag application system, computers for tag specific work, VHF tracking gear, VHF transmitters, supplies for the maintenance and preparation of the tags and preliminary data analysis. Performance period is September 1, 2005, or date of award, whichever is later, through August 31, 2006, with four one year options. Delivery to be F.O. B. Destination to the U.S. Department of Commerce, NOAA NOS, Stellwagen Bank National Marine Sanctuary, 175 Edward Foster Road, Scituate, MA 02066. Authority: 41 USC 253(c)(1). The FSC for this is F019 and the NAICS Code is 541990, small business size standard is $6.0 million. The government intends to award a firm-fixed price purchase order for this requirement. Woods Hole Oceanographic Institute is the only know source capable of providing the required services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 4:00 PM August 30, 2005 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required items. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
