Description

The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source procurement with Cornell Laboratory of Ornithology and Bioacoustics for eight passive acoustic ?pop-up? buoys including a calibrated hydrophone at a frequency range capable of detecting right whale and humpback whale vocalizations, software and hardware that resides on the buoy and continuously processes the incoming hydrophone signal, hard drive for data storage, batteries, casing, and anchoring system (with remote release). The North American Industry Classification System (NAICS) is 334511. The small business size standard is 750 employees. The equipment to be provided by the Cornell Laboratory will work with existing infrastructure of equipment and software systems and will be used in a Cooperative project between the NEFSC and the Stellwagen Bank?s National Marine Sanctuary. This additional equipment is 100% compatible with existing units that were manufactured by Cornell. Due to the highly technical nature of the buoys and the fact that NMFS has a need to conduct comparative studies using the data from the existing buoys, the same units must be used to maintain the integrity of the data. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to provide comparable and compatible equipment by August 24, 2005. No other information will be provided. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
