Description
The U.S. Department of Commerce, National Institute of Standards and Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Dr. V. Diky of Boulder, Colorado, to procure his services for the development and implementation of the methods and algorithms for automated evaluation of thermophysical properties for binary mixtures on a basis of activity coefficient and equation of state models and extension of ThermoData Engine (TDE) software developed by Thermodynamics Research Center (TRC) of the National Institute of Standards and Technology for dynamic data evaluation of thermodynamic and transport properties of binary mixtures. Specialized skills include demonstrated familiarity with the TRC data systems and, in particular, TRC SOURCE data system. SOURCE data system is a major relational archival system developed and maintained by the Thermodynamics Research Center of the Physical and Chemical Properties Division to store ?raw? experimental data for thermophysical, thermochemical and transport properties of pure compounds, binary and ternary systems as well as chemical reactions. SOURCE data system is also a powerful tool to produce various compilations and critical evaluations of data in both hard-copy and electronic forms. This work is targeting further enhancement of the ThermoData Engine (TDE) developed by the Thermodynamics Research Center (TRC) of the National Institute of Standards and Technology implementing the concept of dynamic data evaluation to provide on-demand recommended thermophysical and thermochemical property data for binary mixtures. Dr. Diky has been a prime developer of the software system for the ThermoData Engine. Dr. Diky is also very familiar with the structure and operation of the SOURCE data system, a comprehensive storage facility supplying data to the TDE. He has also been one of the principal developers of the ThermoML which is a principal format to generate the output of the next version of the ThermoData Engine for the current contract. Dr. Diky has the unique combination of skills and experience necessary to provide the solutions for all the tasks related to the proposed work. This notice is for information purposes only. No formal solicitation will be issued. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Award date will be September 2, 2005.
