Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-05-472, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-03. The North American Industry Classification (NAICS) Code is 339111 and the business size standard is 500 Employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. It is the intent of the National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) to purchase a Chameleon XT with accessories from Coherent Laser Group, 5100 Patrick Henry Drive, Santa Clara, CA 95054. Mandatory Technical requirements: The system shall be comprised of a solid-state green laser, a sealed Titanium Sapphire (Ti:S) Kerr lends modelocked oscillator, an actively controlled interface between these two components, a solid state chiller, and a manual/computer interface to allow for experimental integration. 1) The pulse width shall be approximately 140 femtoseconds, to insure maximum probability of multi-photon excitation. 2) System shall have an active feedback which continuously and automatically optimizes the output power and pulse width at all wavelengths. 3) A control system to achieve minimal pulse width variation and maximize peak and average power at all times. 4) The Ti:S system shall be sealed and have a miniature recirculating unit (MRU) that prevents contamination from entering the lasers cavity while allowing full and continuous tuning through the known water bands. 5) System shall have an onboard spectrometer capable of monitoring both wavelength and bandwidth of Ti:S laser and be addressable via USB. 6) Hermetic seal 7) Derating of diodes 8) Permanent alignment of head 9) The laser system shall have CPU control of LBO temperature with an internal power source, to regulate the LBO crystal temperature. 10) Lifetime of the diodes in solid state lasers is determined by choice of diode material and how well the cavity and optics remain optimized over time. 11) Output power required is >1.5 Watt at peak of Ti:S curve 12) Repetition rate is 90 MHz 13) Beam quality is M2<1.1 at peak of tuning curve 14) Beam shape specified as ellipticity = 0.9-1.1. 15) Tuning range required is 705nm ? 980nm inclusive without operator adjustments other than request of wavelength. System to tune through atmospheric absorption bands >900 nm without requirement of external gas purge. 16) Amplitude noise of the system is critical in many of small signal applications. Optical noise of the Ti:S source shall be specified as less than 0.20% rms, 10Hz-20MHz This notice of intent is not a request for competitive quotations however, all responses received, within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The addenda to the clause reads as follows: The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items ? Deviation for Simplified Acquisitions, applies to this acquisition. Interested vendors capable of furnishing the government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or August 31, 2005. The quotation must reference ?Solicitation number? NIH-NIDDK-05-472. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
