Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a request for quotes (RFQ). Submit offers to RFQ5062. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-05. This acquisition will be processed under Simplified Acquisition Procedures. This is not a small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 334516 and the small business size standard is 500 employees. The National Institute of Allergy and Infectious Diseases are issuing a request for quotations (RFQ5062) for the procuring of a quantity of one High Throughput Sampler and one FACSFlow supply system to upgrade an existing FACSCalibur Flow Cytometer. The High Throughput Sampler shall be capable of performing the following functions. 1) Provide sample input from standard 96-well plates. 2) Sample acquisitions rated at 15 minutes per plate in high throughput mode, or 40 minutes per plate in standard mode. 3) Links to industry standard CellQuest software for acquisition and data analysis. 4) User selectable sample volume and mixing flexibility. 5) Programmable multiwash cycle allowing throughput and carry over. 6) Performing cytometric bead assay. 7) Compatible software -CellQuest Pro, Plate Manager Software and Waters NuGenesis Software. 8) Capability of converting from a 4 liter fluidic pump to a 20 liter fluidic pump integrated with the FACSCalibur Flow Cytometer. 9) The High Throughput physical size shall be 9.5W x 17.5D x 8 inches H. FOB Point shall be Destination, inside delivery required to Bethesda, Md. 20892. This will be a fixed-price contract. The following Federal Acquisition Regulations provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Comercial Items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212-3 Offerors Representations and Certifications; FAR 52.212-4 Contractor Terms and Conditions-Commercial Items; FAR 52.212-5 Contractor Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items; FAR 52.225-3, Buy American Act also applies; FAR 52.204-7 Central Contractor Registration www.ccr.gov. The government intends to make a Best Value Buy from responsible offeror whose offer is most advantageous to the government. The following evaluation criteria will be used to evaluate offer: (a) price: (b) Compatibility with a FACSCalibur Flow Cytometer: (c) delivery time/Installation: (d) warranty information to include period and coverage, shall be stated. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR and the ORCA via http://orca.bnp.gov FAR 4.1201 database prior to award, during performance and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement resulting from this solicitation.
