Description
The U.S. Department of Health and Human Service, Substance Abuse and Mental Health Service Administration, Center for Mental Health Services (CMHS), Division of Service and System Improvement, (DSSI), Community Support Program Branch through the Program Support Center plans to award 12 month sole sources simplified, fixed price acquisition to the Missouri of Mental Health, University of Missouri, St. Louis , 5400 Arsenal Street, St. Louis, Missouri, 63139. The purpose of this requirement is to support the conduct of additional statistical analyses and writing of summary reports of these finding utilizing the comprehensive database previously developed under the SAMHSA consumer operate service programs COSP multi-site study. The content of these analyses will be determined by the Contractor in conjunction with the CHMS Government Project Officer. The results of these analyses and summary reports may be used as input for the forthcoming SAMHSA-sponsored evidence-based practice toolkit on consumer ?operated services (COS). The analyses shall focus on impact of services on employment, housing, and satisfaction with services; to better understand how to engage consumers in the program is necessary for a consumer to benefit; and to further develop and validate the utility of the consumer-operated service program fidelity measure developed by COSP. The Proposed Simplified Acquisition Action Is For Supplies And Services For Which The Government Intends To Solicit And Negotiate With Only One Source. This Acquisition Is Being Posted In Accordance With FAR 5.201(b)(1). In Accordance With FAR 19.502(a), The Contracting Officer Has Determined That There Is Not A Reasonable Expectation Of Obtaining Offers From Two Or More Responsible Small Business Concerns That Are Competitive In Terms Of Market Price, Quality And Delivery; Interested Persons May Identify Their Interest And Capability To Respond To The Requirements Or Submit Proposals Within 10 Days After The Date Of Publication Of This Notice. A Determination By The Government Not To Complete This Proposed Simplified Acquisition Based Upon Responses To This Notice Is Solely Within The Discretion Of The Government. Information Received Will Normally Be Considered Solely For The Purpose Of Determining Whether To Conduct A Competitive Procurement. No Solicitation Is Available.
