- The U.S. Department of Health and Human Service, Substance Abuse and Mental Health Service Administration, Center Mental Health Service (CMHS) through The Program Support Center, plan to award a 24 month sole source simplified, fixed price acquisition to Karen Unger, M.D. W. Ed. D. 6203 S.E. 18th Avenue, Portland, OR 97202 to support the development of a supported education implementation guide over a 2 year period. This implementation guide will include a review of existing evidence for the effectiveness of support education, descriptions of model programs and implementation strategies for community-based support education programs. The implementation guide shall be issued within the public domain and shall be documented as a guide developed by an expert in the field and sponsored by Substance Abuse Mental Health Service Administration (SAMHSA). The first is to develop an implementation guide for support education. Integration of feedback from key stakeholders and o develop a dissemination strategy for the implementation guide, including approval through SAMHSA?s publication clearance process and identification of strategies to ensure the guide reaches target audiences. The Proposed Simplified Acquisition Action Is For Supplies And Services For Which The Government Intends To Solicit And Negotiate With Only One Source. This Acquisition Is Being Posted In Accordance With FAR 5.201(b)(1). In Accordance With FAR 19.502(a), The Contracting Officer Has Determined That There Is Not A Reasonable Expectation Of Obtaining Offers From Two Or More Responsible Small Business Concerns That Are Competitive In Terms Of Market Price, Quality And Delivery; Interested Persons May Identify Their Interest And Capability To Respond To The Requirements Or Submit Proposals Within 10 Days After The Date Of Publication Of This Notice. A Determination By The Government Not To Complete This Proposed Simplified Acquisition Based Upon Responses To This Notice Is Solely Within The Discretion Of The Government. Information Received Will Normally Be Considered Solely For The Purpose Of Determining Whether To Conduct A Competitive Procurement. No Solicitation Is Available.
