Description

The Federal Bureau of Prisons, Federal Correctional Complex (FCC), Coleman, Florida, intends to negotiate on a sole source basis under the authority of FAR Part 6.302-1 with Microcentric, 25 Terminal Dr., Plainview, New York, 11803, for the following requirement: Controlled Food Pass frames and Food Boxes for the United States Penitentiary (USP1), located at FCC Coleman, 846 NE 54th Terrace, Coleman, Florida, 33521. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 13.5 and the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quotation (RFQ) as RFQ 30211-0031-5. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-05. The North American Industry Classification System code is 332999 with a small business size standard of 500 employees. The requirement at USP1 Coleman is to add additional controlled food pass systems with food boxes which was originally installed in January 2004. The food pass is unique to the vendor since the is vendor holds the sole patent the food box with lexan cover. The food pass system allows correctional staff to access to the inmate cell for feeding purposes without having to open the cell door. The lexan cover allows visual access for security purposes. Microcentric is the sole manufacturer of this product and has proprietary rights for the existing food passes already in place at FCC Coleman. The system is needed by October 1, 2005. The estimated system life is 10 years, with the inclusion of system enhancements and upgrades as they become available. The RFQ incorporates the following provisions and clauses that are in effect through Federal Acquisition Circular 2005-05. FAR Provision 52.212-1 Instructions to Offerors?Commercial Items (JAN 2005), subsection (a), (b), (f), (g), and (j); Faith-Based and Community-Based Organizations (Aug 2005);Provision 52.212-3 Offeror Representations and Certifications-Commercial Items (MAR 2005); Clause 52.212-4 Contract Terms and Conditions?Commercial Items (OCT 2003); Clause 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders?Commercial Items (JUL 2005), subsection (b)1,5,7,9,14-20, 26, and 29-31 applies. The full text provision or clause may be accessed electronically at www.arnet.gov/far. This will be a firm fixed price contract and will be awarded utilizing Simplified Acquisition Procedures. Any firm that believes it can meet the requirements may give written notification to the Contracting Officer by the deadline for receipt of quotes. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source acquisition to Microcentric. All contractor responses shall be submitted to the address listed no later than August 29, 2005, at 2:00 pm eastern standard time. All quotes shall be clearly marked with RFQ 30211-0031-5. All vendors are hereby notified that if your quote is not received by the date/time and location specified in this notice, it will not be considered. This solicitation is distributed solely through the General Service Administration?s Federal Business Opportunities website at www.fedbizopps.gov.
