Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number F3PT5K5224A300 is issued as a request for quote (RFQ). The applicable NAICS code for this requirement is 611620. The applicable size standard is $6M. This procurement is unrestricted. The requirement is to provide an instructional skateboard camp for youth at 16 Air Force bases that have existing skate parks. PERFORMANCE WORK STATEMENT: The objective of the camp is to 1) provide children ages 10 to 16, an opportunity to learn through experience, the basic skills, newest techniques and safety measures of skateboarding and or rollerblading obstacles, and 2) conduct a basic education session for staff and volunteers in safety, liability basic start up and operational tips of a skate park. SPECIFICATIONS OF SERVICES: (A). Conduct up to sixteen (16) Extreme Skateboard/Rollerblade camps at various Air Force base throughout the continental United States. Camps will be one week (5 days) in length and be conducted in 4-hour daily sessions. Contractor will provide a lesson plan for a 4-hour daily class for each day of the week to include but not limited to, safety, equipment care/maintenance, basic fundamentals, and introduction to advanced skills. Lesson plans will accommodate the age and skill of the participants. Copy of lesson plan is due to HQ AFSVA/SVPY two (2) months prior to the start of the camp schedule. Contractor will provide two instructors per class: Air Force Youth Programs are required to have a youth staff member present during each session to maintain a 1 to 9 ratio. Class size will not exceed 27 participants. Contractor shall provide a training session to base staff and volunteers on the basics of operating a skate park. To include, but not limited to, information on: safety and liability; staffing; park design and maintenance. Contractor will provide each base with a reference guide including programming operations guide and daily lesson plans. Government will provide the location for ramps and obstacles for the camp. Government will be responsible for advertisement and the registration of the participants. (B). LOCATIONS OF CAMPS: Beale AFB, CA; Davis-Monthan AFB, AZ; Minot AFB ND; Mt. Home AFB, ID; Malmstrom AFB MT; Vandenberg AFB CA; Hill AFB UT; Kirtland AFB NM; Tinker AFB OK; McChord AFB WA; Travis AFB CA; Altus AFB OK; Little Rock AFB AR; Randolph AFB TX; Hurlburt Field Fl; Moody AFB GA. CONTRACTOR REQUIREMENTS: Provide liability insurance coverage of at least $1 million. Proof of insurance shall be provided to HQAFSVA/SVPY and AETC CONS/LGCK ten (10) days after contract award. Has the capability to conduct two camps simultaneously at different locations (locations to be determined by Government within continental United States). Contractor must have a minimum of five (5) years experience providing organized, safe, skateboarding instruction. Contractor must have a minimum of 10 years experience in association with skateboarding camps. Contractor must ensure that personnel be able to speak, read, write and understand English and have the ability to communicate effectively with parents and youth. Perform and have on file an individual security check on each instructor conducted by a nationally recognized organization. Documentation required to HQ AFSVA/SVPY prior to start of camps. Contractor will work directly with HQ AFSVA and base point of contact beginning in September 2005 to establish a schedule for the year. Camps may begin with winter breaks and must be concluded by 30 Aug 06. Coordination?s will include, but not limited to, time of camp and training each day, location of camp, shipping address, lodging and direction to the base. Arrival time shall be coordinated so base access can be permitted. Contractor travel arrangement and expense incurred are the responsibility of the contractor. (Airfare or ground travel to and from each host site should be the most advantageous mode of travel based on cost.) Meal cost is the responsibility of the contractor. Host base will pay the cost of contractor?s lodging beginning with Sunday night check-in and ending on Saturday at checkout time. When available the contractor will be permitted base lodging, if not, accommodation will be reserved at a local off-base contract quarters at no cost to the contractor.
