- This is a combined synopsis and solicitation for Tyndall AFB for the following commercial items: Refurbish (3) each SENDUR Heat Exchangers, Part Number 9178-1-7. Renew inner tube bundle with 90/10 CuNi tube bundle. Renew any damaged inlet/outlet copper elbows with like new units. Pressure test to industry standard and leave ready for extended service. Provide 6-month warranty period for refurbished units. Refurbish (4) each DETROIT Diesel Fuel Booster Coolers. Renew inner tube bundles with 90/10 CuNi tube bundles. Ensure inlet/outlet fresh water and fuel fitting are supported by doubler plating on exterior surface of cooler housing. Renew any damaged inlet and out fittings. Pressure test to industry standards and leave ready for extended service. Provide 6-month warranty service on refurbished units. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). North American Industrial Classification System (NAICS) code 332410 applies to this procurement. The small business size standard is: 500 employees. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05 and Defense Change Notice 20050626. FOB: Destination for delivery to 6820 Tyndall Parkway, Bldg 5025, Tyndall AFB, FL 32403. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this solicitation. The provisions at FAR 52.212-2, Evaluation-- Commercial Items, apply to this solicitation. The clause at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses, cited are applicable to this solicitation: DFARS 252.225-7001, Buy American Act and Balance of Payment Program. The clauses DFAR 252.225-7002, Qualifying Country Sources as Subcontractors and DFAR 252.232-7003, Electronic Submission of Invoices applies to this solicitation. The Government will provide shipping costs from Tyndall AFB, Fl to the contractor?s workplace as identified in the contractor?s proposal. The contractor will provide shipping costs from contractor?s workplace to Tyndall AFB, Fl as identified in the award. Award will be based on best value to the government. The government reserves the right to evaluate and give evaluation credit for proposed features that exceed either the stated thresholds or objectives. The lowest price may not necessarily receive the award; likewise, the highest technically rated offer may not necessarily receive the award.
