Description
POC Contract Specialist: Gail Thompson (309) 782-5158, Procuring Contracting Officer, Mary S. Adams (309) 782-4841, Technical, Alan Parris (309) 782-2391. The purpose of this Sources Sought/Market Research is to identify potential sources capable of manufacturing the MK9 Mod 1 Steel Cartridge Case. The cartridge case is manufactured from spherodized 1030 steel using the deep-draw process. The finished case is 32.92 inches long with a 6.22 inch diameter base. The projectile end of the case has a .045 inch thick wall and a 5.319 inch outside diameter (0D). The taper on the OD increases by .011868 inches per inch of length. The technical data package (TDP) is classified as Distribution D limited distribution. Distribution Statement D means that the TDP cannot be distributed on the Internet. This TDP contains technical data whose export is restricted by the arms export control act, (Title 22, U.S.C., SEC 27 51 ET SEQ.) or the Export Administration Act of 1979,, as amended titled, 50 U.S.C. APP 2240, ET SEQ. violations of these export laws are subject to severe criminal penalties. Disseminate IAW provision of DOD Directive 5230.25. At this time only the top two drawings are available. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the top two drawings (See www.dlis.dla.mil/jcp/ for instructions and information). After receipt of required certification request a copy of the top two drawings via email to thompsong@afsc.army.mil, request MUST include Cage Code, Company Name, Address, Phone, email address and point of contacct. A respondent to this market survery must have available the facilities and skills requ ired to manufacture the MK9 Mod 1 Cartridge Case (Ctg Case). Specific facilities and skills required to manufacture the MK9 Mod 1 Ctg Case are as follows: Specific production facilities required include: Spherodizing furnace capable of at least 250,000 l b. Capacity; 7 press operations with a stroke of 110 inches required at final iron and a tonnage of 4500 ton for final head operation; salt pot heat treat with quench, critical tempearture control equipment for heat treat; zinc platter, machining and taper equipment; material handling conveyors; and ultrasonic (UT) inspection equipment. Skills required to produce the Ctg Case include: press operator; heat-treat expertise to control heat-treat, quench, temper of product to obtain ductility and hardness requ irements; plating expert; metallurgist to test raw materials through to finished parts; UT technician to inspection 100% of finished parts; test technicians; certified inspectors; quality control engineers; design engineers; and skills needed to maintain t he equipment and facilities. The general process of making this item is: spherodize plate steel; cut into strips; blanked, run through 7 press operations (cup, 1st iron, 2nd iron, 3rd iron, Final iron, pre-head and final head); the part is annealed betwee n each press opeation; case is then heat-treated, plated and UT inspected. Various machining operations are also required for the infished case. A respondent's production capacity must be sufficient to manfacture a total quantity of approximately 22,000 Ctg Cases per year. Interested U.S./Canadian firms who feel they are capable of manufacturing IAW applicable TDP MK9 Mod 1 Steel Cartridge Cases are invited to indicate their interest by providing the Government a brief description of summary of their com pany's capabilties, including a brief description of facilities, personnel and past manufacturing experience as it relates to the above criteria. Information must be submitted to: HQ, AFSC, ATTN: AMSFS-CCA-M/Gail Thompson, 1 Rock Island Arsenal, Rock Isl and, IL 51299-6500. Please respond NO LATER THAN 15 SEPTEMBER 2005 and identify MK9 Mod 1 STEEL CARTRIDGE CASE SOURCES SOUGHT/MARKET RESEARCH as the subject of your response. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The information you provide will only be utili zed by AFSC in developing its acquistion approach for future requirements.
