Description
The Naval Facilities Engineering Command Southwest Division Specialty Center Contracts Core, Code AQN00, Port Hueneme, CA 93043 intends to procure a proposal for a project that will evaluate encroachment of invasive plant species and associated high brush fire risks on Marine Corps Training Area-Bellows (MCTAB) as documented in a recent vegetation mapping study, related activities, and plans created for the area. Deliverable will be a vegetation management plan of action and cost estimates to better control invasive species, replace with ground cover to ensure a more sustainable training area, while also sustaining remnant indigenous plant habitats along riparian zones and several inland locations. The contractor shall provide technical support services to help MCBH develop a phased plan of action and budget to control and replace invasive vegetation that currently dominates the MCTAB landscape. This support will be in the following areas: Planning and Programming support, Technical Analysis and Product Development, and Technology Transfer. Recommendations from the resulting report will be reviewed and incorporated (where appropriate) by MCBH staff, into an ongoing update of MCBH?s Integrated Natural Resources Management Plan (INRMP) before the regulatory deadline of Nov 06. The contract will be awarded firm fixed price (FFP) using the Simplified Acquisition Procedures (SAP), FAR Part 13. See numbered Notes 22. This procurement is restricted for a 100 per cent set aside for SMALL BUSINESS. The NAICS code is 541710 and the size standard is 500 employees using solicitation N68711-05-T-0092. The solicitation will not be available until on or about September 1, 2005. Notification of any changes to this solicitation will be made only on the Internet. Per the Debt Collection Improvement Act of 1996, the Defense Federal Acquisition Regulation Supplement (DFARS) has been amended to require all contractors to be registered in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. SPECIAL CONSIDERATIONS: The project must be performed by an interdisciplinary consultant ream which is locally-based, with demonstrated experience in developing digital graphic and non-graphic products such as required in this project; previous experience in vegetation management studies in Hawai?i, in applying landscape ecology principles to analyzing vegetative/ground cover conditions and finding ecosystem-based solutions. The team must have subject matter expertise in Hawaii?s native and invasive plant species, coastal, riparian, wetland, and upland vegetation cover types, and their possible contribution (positive/adverse) to erosion processes/brush fires and solution remedies in Hawaii?s unique semi-tropical soils/weather/rainfall regime. There must be demonstrated capacity to apply best management practice ecological restoration techniques to revegetate and otherwise restore degraded landscapes and experience in project cost estimating. The team shall also have demonstrated familiarity with MCBH military training and ecosystem based integrated natural resources management compliance requirements, mission, vision, and plans. Finally, the contractor personnel shall have specific experience working with various community and government stakeholders in the Ko?olaupoko watershed region (which includes the MCTAB area) that has led to some working knowledge on ecological issues of concern to that region. Minimum Staff Qualifications. The Project Manager must have at least five years of demonstrated experience leading interdisciplinary teams; must be locally-based, and must have previous experience with: integrated natural resources management, and with approaching natural resources management issues using a watershed/landscape ecology perspective in a Hawaiian ahupua?a context, and prior experience with addressing Hawaiian military land use and natural resources management issues. The Landscape Ecologist on the team must have at least three years experience in native Hawaiian and invasive plants and vegetation cover identification and management; Hawaii-based knowledge/experience with implementing ecological restoration and/or revegetation projects to restore degraded landscapes; and familiarity with vendors and costs associated with such projects. The Invasive Plant Specialist/Botanist on the team must have at least two years of relevant knowledge and experience with identification of native Hawaiian and invasive plant and plant communities in Hawaii, and how invasive plant pests can impact native biota, erosion, fire risk, and other such land management concerns. The environmental technician must have at least one-year experience with Hawaiian natural resource management projects and in technical support to the subject matter experts such as listed above. Within the collective experience of the staff involved, there shall be also be represented a basic familiarity with fire ecology, grassland management, vegetation management plans, ecological restoration techniques, and use of GIS as a planning/management tool. The proposals will be evaluated using the Best Value, Source Selection to the government. The evaluation factors are 1) Key Personnel 2) Technical Experience of the Offeror 3) Past Performance (Offerors shall provide at lease three previous customers who have had similar work done for us to contact.) and 4) Cost.
