- This request is for Information Only and is not a Request for Proposal. The Naval Facilities Engineering Command Midlant, Norfolk, Virginia is hereby soliciting notices of interest from potential HUBZone Small Business, 8(a), Service Disabled Veteran Owned Small Business and Small Business sources to provide all labor, management, supervision, tools, materials, equipment, incidental engineering, and transportation necessary to provide locating and marking services for all Locatable Underground Facilities located at various Naval Installations in the Tidewater area and any area within a hundred-mile radius of Norfolk. The Contractor shall make a Field Inspection of the area where any demolition, excavations, removals, disconnections, tie-ins, and related work will take place, to ensure that all precautions are observed prior to locating and marking. Locate and mark up to 1/2 Linear Mile of underground utilities/facilities on a single call. Document located and marked utilities. The Contractor shall take additional precautions and make reasonable efforts to identify risks for the utility systems not identified in the surface and subsurface drawings. If the Contractor identifies visible evidence of an unidentified utility, he shall take additional precautions for its proper marking. The Contractor shall notify the Contracting Officer of the presence of any identified, but unlocatable underground facility discovered or suspected. Notify the customer?s point of contact, the Site Dig Coordinator, and the Contracting Officer of any Identified, but Unlocatable utilities/facilities both verbally and in a written report. Utility systems shall include but may not be limited to the following: Air, gas, steam, condensate, water, oil, hydraulic, chemical, sewage, and other piping systems; electrical wiring, conduit, power cable, communication/cabling systems, tanks, reservoirs, hydraulic rams and other buried structures or vessels. The proposed contract will be a Regional Indefinite Quantity contract. The anticipated contract term shall be for a period of one base year and four option years. The North American Industry Classification System (NAICS) code is 561990. The standard size is $6 million. Interested sources should provide a letter of interest via email in Microsoft Word format to: Pamela.Argilan@navy.mil. The letter of interest should include the following: 1) Name and address of firm, 2) Size, status, program, if applicable, (i.e., HUBZone, 8(a), Small Business, etc.). Including type of business and total number of employees, 3) Ownership, 4) Year firm established, 5) Name of two principles to contact, include title and telephone number, 6) Brief description of previous experience that relates to this requirement. Include approved NAICS for your firm. All interest parties? information should be received no later than August 31, 2005. This sources sought notice may be amended at a later date to include additional information.
