- The Fleet and Industrial Supply Center (FISC) San Diego, CA (FISCSD) is requesting information from small businesses to determine whether to issue a solicitation as a 100% small business set aside or under full and open competition procedures. FISCSD anticipates issuing a firm, fixed priced solicitation to operate Contractor Operated Parts Stores (COPARS) to furnish brand name and/or OEM automotive parts and accessories for the vehicle fleet and miscellaneous equipment as required by the Navy Public Works Center (NPWC) San Diego. The COPARS are located in the Transportation Department of NPWC, Bldg. 3509, Naval Station San Diego, CA and Bldg. 802, Naval Air Station North Island, San Diego, CA. The contractor shall furnish all supervision, management and work personnel, materials, equipment, vehicles, reports and other items and services to operate the COPARS. The contractor shall also provide parts and delivery to NAVSTA Pier, Point Loma Submarine Base, San Diego and NASN! I Terminal for transport to San Clemente Island. Small businesses are invited to submit a capability information sheet that addresses each of the following areas: a. Experience in operating a COPARS under a Government contract or commercial sector. Describe the tasks performed, inventory management procedures, business volume, the quality and timeliness of ordering and delivery of supplies. Provide the contract number(s), period of performance, points of contact and telephone numbers. b. Knowledge of and experience in the use of a Total Automotive Management System or similar automated database to research/identify parts, parts availability, and to order and receive parts on a timely basis. c. Ability to maintain adequate records of parts ordered, purchased or returned for credit and warranty parts sold. d. Experience in producing usage and backorder reports. e. Experience with and/or ability to interface with the Government billing and tracking database system. NPWC is currently using Maximo. f. Experience in obtaining and maintaining manufacturer?s price list, lists of vendors and suppliers as well as alternative sources of supplies to ensure timely delivery of requested parts. g. Experience in acquiring and providing new, rebuilt, or salvaged automotive and heavy equipment parts, OEM parts, after-market parts. h. Experience in the use of Federal Supply Schedule Contracts to obtain pricing/order non-priced listed items. Capability Information shall be limited to two pages long and submitted via e-mail attachment to Elena.gertes@navy.mil no later than 4:00 P.M., August 25,2005. Mailed or faxed documents will not be accepted. Only questions submitted via email before August 23 will be accepted. A request for a waiver of the Non-manufacturer Rule for the COPARS will be submitted to the Small Business Administration. In the event a waiver is not granted, the solicitation will be issued on an unrestricted basis. This is a sources sought synopsis/request for information only and not a solicitation. A solicitation date has not yet been established and could not be provided at this time. The NAICS code is 423120 and the SIC is 5013. Large businesses need not respond to this synopsis.
