Description
The Space and Naval Warfare Systems Command (SPAWAR), on behalf of Program Executive Office (PEO) C4I & Space Systems (PMW 170), plans to award a limited-source competition modification to either existing contracts N00039-04-C-0011/0012 (Harris Corporation, Melbourne, FL or Raytheon Company, Marlborough, MA). This effort is Cost Plus Award Fee and Firm Fixed Price with a period of performance from 1 June 2007 through fiscal year 2014. This effort is to establishing pricing for currently unpriced submarine X band capability contract option CLINs 0103, 0104, 0317, 0318, 0335, 0344, 0351, 0360, 0417, 0418, 0425, 0444, 0451, 0460, 0517, 0518, 0535, 0544, 0551, 0560, 0617, 0618, 0635, 0644, 0651, 0660, 0717, 0718, and the addition of 8 Engineering Design Models (EDMs) to bring the Navy quantity to 20 of the Navy Advanced Extremely High Frequency (AEHF) Multiband Terminal (NMT) contract. The North American Industry Classification System (NAICS) code for this requirement is 513390 and the size standard is $12.5M. Reference previous synopsis RFP N00039-02-R-0006 full and open competition for Navy AEHF NMT effort issued 5 February 2002. Numbered Notes 22, & 26 apply and are also provided in full text for convenience. NUMBERED NOTES-- Numbered Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 26: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
