SUBPART: Engineering Services CLASSCODE: J - Maintenance, Repair, and Rebuilding of Equipment SUBJECT: Fixed Very Low Frequency/Low Frequency (FVLF/LF) Transmitter and Antenna System SOL: N65236-05-R- 0645 DUE: 29 August 2005 POC: Dennis Walp (843) 218-5978. Contracting Officer: Patricia Godwin. DESC: The Space and Naval Warfare Systems Center- Charleston (SPAWARSYSCEN- Charleston) intends to negotiate a sole source contract in accordance with FAR 6.302-1 with HI-Q Engineering, Inc, 13715 Poway Rd, Suite 2, Poway, CA 92064-4732. The proposed action is to provide engineering and technical support services for ten uniquely designed high power Fixed Submarine Broadcast System (FSBS) transmitters. The engineering and technical support services to be acquired will allow the government the opportunity to provide engineering, development, integration, testing, technical, and maintenance support to the current Fixed Very Low Frequency/Low Frequency (FVLF/LF) transmitter and antenna system, and installation as well as support of new requirements for future installations. The VLF and LF bands are primarily used by the military for underwater long-range communications. There is very limited engineering expertise due to the unique application of these transmitters and the requirement that Key personnel must have more than 15 years of experience with VLF/LF bands. The following are the items included in this effort, but not limited to: a. Within 24 hours perform on- call problem analysis and repair of the FVLF/LF equipment that is either down or not performing in accordance with system requirements. b. Attend conferences/meetings for the purpose of providing engineering guidance/consultation relative to FVLF/LF transmitting systems. c. Design, develop, fabricate, install, and test modifications to correct or eliminate recurring failures or deficiencies. d. Assessment of the material condition and other aspects of resource management that affect the long-term system supportability and reliability of the FVLF/LF transmitting systems. e. Electrically characterize components and systems. f. Determine obsolete/unsupportable components and recommend supportable replacements for these components. g. Design, develop, fabricate, install, and test prototype equipment necessary for proving concepts or evaluating possible changes. h. Develop drawings, BESEPS, and procurement specifications for new designs and assist with meeting Configuration Management requirements including CMMI. i. Operate and maintain Fixed Submarine Broadcast System (FSBS) equipment on an ???as needed / when required??? basis, to support emergent operational requirements at the individual FSBS Transmitting Stations. j. Depot level fault isolation, troubleshooting, repair and / or modification at the circuit card component level. k. Logistic services to support ongoing and emerging FSBS In-Service Engineering Agent (ISEA) projects, and respond to requests for material support from FSBS Transmitting Stations. l. Technical services and personnel to overhaul, install, assemble, fabricate, hook-up, test, and checkout existing components and systems. HI-Q Engineering, Inc. is the only known responsible source that can fulfill the mission requirement. No solicitation will be made available as a result of this announcement. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, any firm that believes it can meet the requirements may give written notification to the individual identified below. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Any response to this announcement is due ten (10) days from the date this notice is published. Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement is based upon responses to this notice is solely within the discretion of the Government.
