Description
NASA/DFRC plans to issue a blanket purchase agreement (BPA) for engineering services to assist NASA/DFRC personnel in establishing a collaboration of interested civil agencies, including but not limited to NASA, NOAA, DoE, EPA, DHS, NGA, DOS and the USFS, with points of contact (POCs) for each organization; assist NASA/DFRC personnel in the development of a final version of a Civil Unpiloted Air Vehicle (UAV) Roadmap (which is ready for distribution and review by 9/30/2005); assist in distributing the draft plan to other civil agencies and contributing parties; coordinate with state-level civil support groups such as the Aerospace Stats Association to assist in the review of the Civil UAV Roadmap; conduct interviews with selected POCs, primarily in Washington, DC; assist in the organization and disposition of all comments received from reviewing parties; work with NASA/DFRC's Planning Office to help in developing methodology for increasing the exposure to new business development to allow NASA/DFRC to increase its new business win rate. These services will be provided through a "task order" type arrangement. NASA/DFRC intends to procure these services from Bandwidth Solutions, Incorporated of McLean, Virginia. The authority for other than full and open competition is 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements". Justification is based upon Bandwidth Solutions' unique engineering personnel capable of providing the required services for this program. Award to any other source would result in failure to meet the Agency's requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact NO LATER THAN SEPTEMBER 1, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
