Description
The U.S. Postal Service is soliciting proposals to replace the Fire Detection and Alarm systems at both the Milwaukee GMF/VMF and the West Milwaukee Branch post office. The work includes, but is not limited to, the following: Replace existing fire detection and alarm system with a complete new system, including a new main panel, notification appliance extender panels with battery back-ups and battery chargers, new red UL listed wiring, new initiation devices, and new notification devices. Because the work will be performed in an operating Postal facility, the work must be carefully planned and closely coordinated with local management to insure that mail operations are not impeded. AWARD OF THIS CONTRACT IS CONTINGENT UPON FINAL USPS PROJECT AND FUNDING APPROVAL. Minority-owned and Women-owned Business participation is encouraged. Construction cost range: $1,900,000 to $2,100,000 Construction completion time will be 450 calendar days from the date after receipt of Notice to Proceed. Evaluation criteria in addition to price will be considered and are as follows: 1. Past Performance (50 points): Using information submitted in the Qualification Statement. Adequate demonstration of successful completion of projects of a similar scope and magnitude as that of the proposed work and must have been in business at least five (5) years on projects of a similar scope and magnitude. 2. Supplier Capability (40 points): Project Management Plan and Approach (10 points each); Project Scheduling, Proposed Project Team and Company Organization; Quality Control Plan/Team; and Experience Modification Ratio (EMR); Financial Capability (Pass/Fail); 3. Attendance at Pre-proposal Conference (10 points) and 4. Work phasing plan. Specifications will be available on or about August 9, 2005. The proposal due date is September 8, 2005. Specifications will be provided for a non-refundable cost of $125.00. . Orders can be pre- paid by Corporate or Personal Check made out to LDI Reproprinting Center (DO NOT MAKE THE CHECK OUT TO THE U.S. POSTAL SERVICE). This is included in the price of the prints and specifications. USPS Express Mail service is also available at an additional cost. There will be no public opening of offers. All proposal information received is CONFIDENTIAL until award of a contract. The name of the successful offeror and the amount of the contract will be released as public information. The number of offerors, their names, and the amount of their offers WILL NOT BE RELEASED AS PUBLIC INFORMATION.
