Description
This is a combined synopsis/solicitation issued pursuant to Federal Acquisition Regulations Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being required and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-5. The NACIS code for this solicitation is 334516 and the small business size standard is 500 employees. This requirement is not set-aside for small businesses. This is a requirement to purchase M-Series M8 Rev 2 Workstation which includes: Quantity 1 each of the following: TRICODER Modules, installation and operational training, m-series installation kit, includes: BV-Clean Plus solution (1 x 19L), BV-GLO Plus solution (1 x 19L), M-Series Positive Calibrator (3 x 100 ml). It is the National Institute of Health, National Institute on Aging intend to negotiate solely with Bioveris Corporation, located at 16020 Industrial Drive, Gaithersburg, MD 20877, as they are the only known source that can provide an 8 Channel Electrochemiluminescence Analyzer that uses a novel technology that allows detection and quantification of specific proteins, nucleic acids and lipids with a very high level of sensitivity and also capture magnetic beads coated with a detection molecule (antibody or nucleotide) which in turn, binds the target molecule in the sample (issue, blood, cell homogenate, etc). Delivery shall be FOB Destination to the National Institute on Aging, 5600 Nathan Shock Drive, Baltimore, Maryland 21224. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the lowest price technically acceptable offer. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, apply to this acquisition. If an acceptable response is not received by the closing date, an order will be issued to BioVeris Corporation for the equipment requested.
