Description
(i) This announcement replaces and prior announcement for solicitation W813LT-5166-7014 in its entirety. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with a dditional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Quote (RFQ). The proposed contra ct action is a 100% Small Business Set aside. The equipment and associated items to be acquired must be compatible with equipment already in use. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05. (iv) The associated North America Industry Classification System (NAICS) Code is 334111 and the Business Size Standard is 500 employees. (v) The following is a list of contract line item numbers and items, quantities a nd units of measure: CLIN NO. DESCRIPTION QTY NIT 0001 Digital X-ray System 1 Each 0002 Imaging Plates 14 inch x 17inch 6 Each 0003 Imaging Plates 14 inch x 51inch 3 Each 0004 Digital X-ray System 1 Each 0005 Imaging Plates 14 inch x 17inch 10 Each 0006 Imaging Plates 14 inch x 51inch 4 Each (vi) Description of requirements: The contractor shall supply a two (2) Digital X-ray System that must meet the following requirements: 1. The contractor shall provide up to two (2) computed radiography system shall record flash x-rays from 150 kv up to 1000 kv and convert the image to digital form without using film or expendable chemicals. The system shall employ photo stimulable phosph or technology. The temperature range of the screens must be between -40 F to +120 F. The contractor shall provide up to sixteen (16) Imaging plates 14 inch x 17 inch and up to seven (7) Imaging plates 14 inch x 51 inch. 2. The computed radiography system shall include a reader, screens, analysis software, a computer and any peripheral equipment required to operate the system. A turnkey delivery is required. 3. The system shall provide an effective pixel size of 100 microns or less with 14 inch wide screens. 4. A viewing capability is required so that images shall be viewed on site immediately after they are read. The monitor shall be at least a three million pixel 21 inch 10-bit LCD Flat panel monitor (1024 shades of gray). 5. The computer shall have a clock speed of at least 3.2 GHz with the following requirements: Intel Pentium IV 3.2 System, ASUS BX 6P / 1I Jumperless MB, 1GB RAM, 2 Removable Kangaru hard drives with one drive bay IBM 120 GB Ultra HD, Microsoft ZW series k ey board, Microsoft optical mouse, ASUS 50x CD-ROM w/DDSS II, 10/100 Network card, MS Windows XP Pro, Mid Tower Case 230W Power, CDRW/DVDRW, Full assemble tested and burned, SCSI controller. 6. The operating system shall be Windows 2000 XP and the command control and analysis software must have at least the following functions: Window leveling (to optimize the image in a specific area), Generation of histograms along a specified line, Identifi cation of edges in a region of interest by specifying a cutoff density, Ability to rotate and invert images, Image zoom, Ability to make distance measurements between points on the image, Ability to save images in BMP, Tiff, and JPEG format, Ability to ann otate images with text, Preservation of original image information, STARR system software version 6.6. At a minimum, the software must provide all of the present capability of RADView software or Starrview software (the government will consider other soft ware packages if they are proposed). Further, if the following capabilities are not already included, they must be added: S eam images so that multiple images can be treated as a single image for analysis purposes; Export mouse selected points to an Excel spreadsheet; and Measure lengths between mouse selected points and provide the information in mm. 7. The system shall have the capability to transfer images to a zip disk, CD, and DVD disk. 8. The system shall transfer color data to Image Pro Plus. 9. The system shall be able to read a 14 inch x 17 inch screen in 60 seconds or less. 10. The digitizer weight shall be less than 85 lbs. 11. The footprint of the digitizer shall be 21 inch x 27 inch to accommodate room size. 12. One year warranty to include parts and labor. 13. Contractor shall provide one day training and complete installation of system. 14. Shipping and delivery to Aberdeen Proving Ground, APG, MD 21005-5001 15. A complete set of operation and maintenance manuals shall be provided. vii) Delivery is required 7 calendar days after contract award. Delivery shall be made to US Army Research Laboratory, Building 4600, Aberdeen Proving Ground MD 21005. Inspection and Acceptance shall be performed at US Army Research Laboratory, Building 4600, Aberdeen Proving Ground, MD 21005. The FOB point is Destination. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The following agenda have been attached to this provision: None. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this s olicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, past performance and price . Technical and past performance are of equal importance and when combined are significantly more important than price. The technical evaluation will be a determination as to whether the proposed product meets the performance requirements and characterist ics. The technical evaluation shall be based on information furnished by the vendor. The government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the government to determine whether the product meets the performance requirements and characteristics of the requi rement listed. If the vendor proposes to modify a product so as to make it conform to the requirement of this solicitation the vendor shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifi cations. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or government agencies. Past performance will consider the ability of the offeror to meet technical specificatio ns, delivery schedules and warranty and maintenance reputation. Offerors shall include records of recent sales and identify a point of contact for each by providing a name and telephone number. The government will award a contract to the offeror whose offe r conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to award to other than the lowest price and to award without discussions. (x) Offerors shall include a c ompleted copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications - with your proposal. (xi) The clause at FAR 52.212-4 applies to this acquisition. The following agenda have been attached to the clause: None. (xii) The clause at FAR 52.212-5 applies to this acquisition. The following additional FAR clauses cited in this clause are applicable: FAR 52.219.8; FAR 52.222-21; FAR 52.2 22-19; FAR 52.222-26; FAR 52.222-35; FAR 52.222-36; FAR 52.247-64 and FAR 52.232-33. (xiii) The clauses at DFARS 252.212-7000 and 252.212-7001apply to this acquisition. The following DFARS clauses cited in 252.212-7001 apply: DFARS 252.225-7012; DFARS 252 .225-7014; DFARS 252.227-7015; DFARS 252-225-7036; DFARS 252.232-7003; DFARS 252.232-7023 ALTIII and DFARS 252.227-7037.
