Description
The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209), intends to award a sole-source firm-fixed price contract for a base year and two one year options to Harris Corporation, Government Communications Systems Division, Melbourne, FL for the full rate production and support of the Fibre Channel Network Switch (FCNS) system. The FCNS will be forward fit into the F/A-18E/F/G and E-2D aircraft and shall comply with the approved Fibre Channel Network Switch (FCNS) Performance Specification and FCNS Interface Control Document. The F/A-18E/F will receive FCNS units for both forward fit and retrofit. The contract will provide for the procurement of up to an estimated maximum yearly quantity of 196 each FCNSs, including retrofit units and spares. However, the most probable quantity to be procured each year over the contract period is 111 each FCNSs for forward-fit and spares plus an additional 42 to 85 FCNSs for retrofit and spares. The production support element of this procurement will include, but is not limited to, engineering investigations, engineering change proposals, integration and testing, spare and repair parts, aircraft mounting kits, engineering technical support, and integrated logistics support. Deliveries will be made to various locations throughout the continental United States. Delivery will be required to begin within 13 months from the date of contract award or option exercise. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Harris Corporation is the designer, developer, and sole manufacturer of the FCNS and as such is the only firm with the requisite knowledge, experience, and technical data to successfully deliver the FCNS systems to meet the requirements of the F/A-18E/F/G and E-2D production aircraft delivery schedule. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information that shall be considered by the Naval Air Systems Command.
