- This synopsis is being posted to both the Federal Business Opportunities (FBO) site located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by Naval Surface Warfare Center (NSWC) Division Crane, Indiana. NSWC Crane requires Visual Augmentation System (VAS) Kits, Version 3. The VAS Kits are used by warfighters to facilitate operational performance during low light, bad weather, and reduced visibility situations. The VAS Kit components are used to enhance warfighter capability in terms of surveillance, precision, and identification of friend or foe. The VAS Kit requirements shall be provided in accordance with the brand name or equal part numbers designated by the various component manufacturers. A five-year, Firm-Fixed-Price, Indefinite-Delivery, Indefinite-Quantity contract is envisioned for this effort. The VAS Kits minimum quantity is 45 each and the maximum is 254. Qty 1: Pelican Case with Foam, Pelican P/N 1450 Delivery will be FOB Destination, NSWC Crane, Crane, Indiana, within 120 days after receipt of orders. Final inspection and acceptance at will be at destination, NSWC Crane. The request for proposal will be issued employing full and open competition procedures. Contract ordering period is for a five-year period from award date of the contract. Offerors will be required to submit past performance and a price proposal in response to the solicitation. Award will be on a best value basis. The Request For Proposal (RFP) will be available for download at http://www.crane.navy.mil/supply/homepage.htm on or around 26 August 2005. Closing date will be on or around 15 September 2005. Offers must be submitted in the format specified in the solicitation to be considered. Submitting an offer from the NECO web site by clicking on the ?Submit Bid? does not guarantee offers will be received by the proper person in the correct format.
