Description
The National Vehicle and Fuels Emission Laboratory (NVFEL) of the U.S. Environmental Protection Agency (EPA) in Ann Arbor, Michigan has a requirement to ?field age? Class I and Class II lawn mower equipment. The object of this requirement is to field age six residential Class I walk-behind lawn-mowers, and four Class II lawn tractors to their full useful life. The field aging will be conducted to assess the safety and effectiveness of emission control systems at high-hour-levels that are near the end of the expected regulatory useful life for these types of equipment. The Class II lawn tractors will consist of two tractors with prototype engines and two with control engines. The prototype engines will have electronic fuel injection and catalyst control. The Class I lawn mowers are equipped with prototype exhaust-catalyst mufflers and passive secondary air-injection systems. The lawn mowers shall be operated for up to a set hour meter reading as designated in the Request for Proposals Statement of Work. The hours of service accumulation for each Class of lawn mowers must be conducted within a 200 mile radius of the US EPA NVFEL facility in Ann Arbor, MI. Two of the Class II lawn tractors will require additional ?in-use? field aging up to a total of 485 hours of operation. During all testing, lawn mower and lawn tractor maintenance must be held to the standards of severe service in accordance with the owner?s manual. There will also be options for field aging: 1) Two additional Class II garden tractors, and 2) three to six Class I lawn-mowers that are equipped with prototype exhaust- catalyst mufflers and passive secondary air-injection systems, and 3) Six additional Class I lawn mowers, some or all of which will be similarly equipped with catalytic exhaust controls. The contractor shall 1) be responsible for shipping the lawn mower equipment to and from the EPA?s NVFEL to the site of aging, and 2) provide the EPA with access to the tractors and support EPA Staff for up to 4 working days as information is collected and recorded. Weekly progress reports shall be made via conference calls and e-mails. The weekly progress reports shall include, but not be limited to, the percentage of the level of effort expended, percent of the task completed to date, and summary of any problems encountered. Offerors will be required to submit with their proposals a copy of their Quality Management Plan (QMP) and a Quality Assurance Project Plan (QAPP, governing the conduct of research at the offeror?s facility. Alternately, the offeror may submit to EPA a combined QMP/QAPP, called a Quality Management Project Plan. The North American Industry Classification Code (NAICS) is 541990, size standard of $6 Million. The requirement is a 100% set-a-side for small business concerns. Award will be made on a Best Value basis. The solicitation will be available on or about August 25, 2005. The Government anticipates award of a Firm-Fixed Price type contract.
