Description
NASA?s Goddard Space Flight Center plans to issue a Request for Proposal for Full Cost Consultation Services in support of GSFC?s Office of the Chief Financial Officer, Code 150. This requirement necessitates in-depth knowledge and understanding of the approach and policies for full cost accounting. This knowledge and understanding is essential to ensure that future efforts align with previously established procedures. The vendor must possess the unique knowledge, skills and ability to facilitate the GSFC's approach to full cost accounting. NASA/GSFC intends to purchase these services from Fred C. McNutt. The authority for this action is 10 U.S.C. 2304(C)(1), Only One Responsible Source. Mr. McNutt is uniquely qualified to provide the required service. Mr. McNutt has an extensive background and knowledge from years of operating in an industry business environment. He was intimately involved with effective business processes and approaches used in a competitive business corporate environment and has the relevant experiences GSFC is seeking. As Chief Financial Officer for the Jet Propulsion Laboratory he was involved in the development of NASA's policies and approach for full cost from the conceptual and early design phases through the transition to the full cost environment and therefore posses a unique knowledge of the Agency's approach to full cost. Mr. McNutt participated in GSFC's redirection of planned approaches and procedures for full cost and therefore has experience in reviewing and recommending changes to GSFC's full cost approach and has established working relationships with several key GSFC full cost participants. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 2, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
