- NASA/JSC has a requirement for 3 each of Nicolet Model Sigma 100-8 Digital Oscilloscopes. Nicolet digital oscilloscopes have been used at NASA-JSC throughout the duration of the Shuttle Program as well as other NASA programs to collect ballistic pressure measurement data of pyrotechnic devices as well as other high speed pyrotechnic events. NASA/JSC intends to purchase the items from LDS Test and Measurement LLC. The data produced by Nicolet equipment is in .wft file format, a file format that no other company uses. The continued use of the Nicolet equipment and the resultant generated data in the .wft file format will allow backwards compatibility of existing data as well as data compatibility with existing automated data reduction software. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on August 24, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
