Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This solicitation, HSBP1105R0465, is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04, June 8, 2005. Responses to this solicitation are required by close of business, September 2, 2005. Statement of Work Project: U.S. Customs and Border Protection Studio Set Design and Install Background: The Office of Public Affairs, Television Operations manages a television studio that was installed eight years ago. A complete re-design of the studio is needed, to include replacement of all ?flats?, changing the ?look? of the sets, and creating multiple shooting areas within the limited space of the studio. A new floor covering is also required to provide a ?flat black? visual. In addition all backgrounds must be enhanced with accent lighting, and be designed to give a more modern look in the visuals. There are several ?particulars? which are being requested in this redesign: 1. Backgrounds are to exemplify a ?modern news room look?. 2. Chrome, blue, and wood tones will be the color scheme. 3. The backgrounds will include etched ?Plexiglas? panels as follows: a. ?World map? b. ?U.S. map? c. ?Department of Homeland Security? seal, d. Small DHS seal with the title ?U.S. Customs and Border Protection? 4. The floor covering will be black with the exception of the main shooting area which will have a removable floor cover depicting the ?DHS? seal. 5. There will be three set areas: a. Main set b. Stand Up set c. Seated Interview set 6. The Main set will include: a. Waist high table for notes and props b. A ?free standing? monitor stand for a large plasma monitor (Plasma monitor will be purchased separately.) c. The ?DHS? seal floor covering 7. The Stand Up set will include: a. A ?free standing? monitor stand for a large plasma monitor (Plasma monitor will be purchased separately.) 8. The Interview set will include: a. Three different background views i. Book case ii. DHS seal iii. U.S. Map b. A news desk to accommodate two, three or four people c. Four height adjustable chairs d. Two arm chairs e. A panel insert on the front face of the news desk for ?program identification? such as ?Department of Homeland Security?, U.S. Customs and Border Protection?, ?Border Patrol?, or Air Marine Operations. The steps required to accomplish the above are as follows: 1. Design and Approval a. Based on planning with CBP TV Operations staff, the contractor will develop color conceptual sketches, possible approaches to treatments and layouts for approval. b. Based on the input from CBP TV Operations staff on the initial concept drawings, the contractor will present color renderings, scale ground plans, and material samples of the studio?s environments. 2. Technical Drawings and Installation Schedule a. Contractor will develop a full set of detailed orthographic construction drawings of all set and prop elements. b. They will confer with CBP?s engineering department, and CBP?s lighting designer to finalize all technical requirements and/or restrictions. c. They will work with CBP to determine a schedule of deliverables. 3. Construction & Installation a. Contractor will administer the construction of the scenery, giving instructions to the set shop, and coordinating information from the shop to CBP. b. They will also organize purchases and delivery of any set props and dressing. c. They will supervise final on-site installation of all set elements and consult CBP during technical rehearsals, blocking rehearsal, and final preparations of the studio. 4. Rating and award of contract: a. Contract proposals will be evaluated as follows: i. Esthetics of design ii. Technical evaluation of design, proposed lighting, props, furniture, and flooring. iii. Past Performance iv. Personnel qualifications i. Ability to deliver in a timely manner It is understood that no one contractor will be able to accomplish all of the above with in house staff.
