Description
1. The Coronado National Forest, Tucson, Arizona, is soliciting quotes (RFQ) for Fixed Wing Aerial Seeding Services. Seeding operation is located at Nogales International Airport, Nogales, Arizona, approximately 75 miles from Tucson, Arizona. Due to security issues at NIA, fuel must be purchased on site. 2. Quotes are to be submitted to Coronado National Forest, Room 5F, 300 W. Congress, Tucson, AZ 85701 or faxed to Alix Ellis at (520) 388-8332 by 3:00 P.M. MST, Wednesday, August 24, 2005. 3. Note: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in [FAR] Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-24. 5. This acquisition is set-aside 100% for small businesses. The North American Industry Classification System (NAICS) code is 115310 and the size standard is $15 million. 7. Schedule of Supplies and Services: Supply 1 fixed wing aircraft and pilot capable of applying approximately 12,000 pls pounds of seed mixture to 5 units, ranging from 500 to 900 acres; totaling 4000 acres of burned area in the Santa Rita Mountains at the rate of 56 seeds/sq.ft. or 3 lbs./acre. Quotes to be submitted based upon estimated number of loads. 8. Aircraft must have capability to apply seed at a rate in which no more than 8 hours total flight time. Aircraft must have SATLOCK naviagation system, air-to-air and air-to-ground VHF/FM radio system. Pilots must be equipped w/full personal protective equipment to include Nomex flight suit and gloves, flight helmet, and all-leather upper boots. 9. The Government shall furnish the seed in 50 lb bags. The seed mix is composed of the following: 3,600lbs of Sideoats grama (Bouteloua curtipendula) approximately 30%, 1,800lbs of Blue Grama (Bouteloua gracilis) approximately 15%, 240lbs of Rothrock grama (Bouteloua rothrockii) approximately 2%, 1,440lbs of Green sprangletop (Leptochloa dubia) approximately 12%, 1,920lbs of Indian wheat (Plantago insularis) approximately 16%, 1,320lbs of Alkali Sacaton (Sporobolis airoides) approximately 11%, 1,320lbs of Sand Dropseed (Sporobolis cryptandra) approximately 11%, and 360lbs of Small-flowered Fescue (Vulpia microstachys) approximately 3%. Maps of areas to be treated available upon request. Elevations range from 4,000 to 7,500 ft. The contractor shall provide labor and equipment to load seed into the aircraft. The Government will provide three employees to assist with seed handling on the ground. 10. Delivery of Services: Begin Friday September 9, 2005, 8:00 A.M. MST. Service Contract Act, Wage Determination # 95-0317 Revision 18 applies. 11. Quotes must include a completed copy of [FAR] 52.212-3 Offeror Representations and Certifications, Commercial Items.
