- THIS NOTICE IS FOR INFORMATION ONLY ? The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with the Ambulatory Pediatric Association, 6728 Old McLean Village Drive, McLean, Va 22101. The Public Health Service Act, Title XII, authorizes HRSA to train primary care providers to care for underserved populations, especially those located in medically underserved communities, and to train interns who are representative of disadvantaged backgrounds. The Ambulatory Pediatric Association (APA) developed and published in 1992 APA Educational Guidelines for Ambulatory/General Pediatrics Fellowship Training. Systemic changes have taken place within the body of medical knowledge and the system of health care delivery that have necessitated the updating of these guidelines. Because HRSA?s mission includes the training of primary care providers, it requires updated educational guidelines for ambulatory/general pediatric fellowships and assistance in encouraging their use by the various fellowship programs. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13, Simplified Acquisitions. The period of performance for this project is one year. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file. The Ambulatory Pediatrics Association is the owner of the APA Educational Guidelines for Ambulatory /General Pediatrics Fellowship Training. They are the only known entity that can address the issues in this procurement on behalf of all of the Ambulatory Pediatrics training programs. Procurement requires the use of these guidelines in order to update and enhance them. APA are the proprietors of the Guidelines which are not available from any other source. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
